The Mission and Installation Command - Fort Eustis is seeking capabilities statements to identify parties interested in providing instructor training support and development services for the Sustainment Center of Excellence at Fort Lee, Virginia. The services will support training, training support and development requirements at schools and headquarters within the Sustainment Center of Excellence. Interested parties are requested to submit capabilities statements not exceeding ten pages by December 23, 2019 describing their experience providing logistics, sustainment and functional instructors and training to US Army schools. The anticipated firm-fixed-price contract with cost-reimbursable items would have a period of performance from October 2021 to October 2026.
The requirement has a NAICS code of 541990 with a $15 million small business size standard. A small business set-aside is contemplated provided two or more qualified small businesses respond. Businesses of all sizes may submit capabilities statements identifying their size and socioeconomic status. The estimated value is unavailable but the period of performance extends five years.

The Mission and Installation Command (MICC) – Fort Eustis is issuing this sources sought notice (SSN) as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for the Fort Lee, VA, Sustainment Center of Excellence (SCoE) – Instructor Training. The intention is to procure these services on a competitive basis. A small business set-aside will be considered provided 2 or more qualified small businesses respond to this SSN with information sufficient to support a set-aside. We encourage all small business concerns, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. At this point, we contemplate a total 8(a) set-aside assuming appropriate responses are received to support that effort; however, all interested, capable entities are encouraged to submit proposals.
