About this opportunity

The Defense Commissary Agency (DeCA) is conducting market research to identify potential contractors to operate in-store seafood market resale operations and conduct roadshows at the Fort Bliss commissary location in Texas. This sources sought and request for information (RFI) notice is for planning purposes only and will not result in an immediate contract award. Interested parties must submit written responses on company letterhead by December 5, 2025, including entity name, address, authorized company point of contact, and relevant qualifications. The contractor will be responsible for procuring seafood products from U.S. Army Public Health Command (APHC) approved sources only, managing inventory and displays, conducting weekly promotions, and ensuring minimum 13% savings on core items with a target of 25% overall patron savings. The evaluation will assess the contractor's ability to increase annual sales by at least 3%, maintain food safety compliance with FDA and NOAA Fisheries standards, provide high-quality customer service, and deliver performance-based outcomes rather than merely execute prescriptive methods.

The procurement includes no set-aside designation for small or disadvantaged businesses. The anticipated contract duration consists of a 24-month base period with three optional 12-month extension periods for a potential total performance period of five years. The government will furnish all necessary equipment including walk-in coolers, freezers, display cases, food prep tables, scales, ice machines, and associated refrigeration and handling equipment, reducing the contractor's capital investment requirements. The seafood core items required include various species such as catfish, cod, crab, halibut, lobster, salmon, scallops, shrimp, tilapia, trout, and tuna in multiple cuts, sizes, and preparation methods to serve active-duty and retired military personnel and their families. The specific contract value has not been disclosed in this pre-solicitation notice, though the performance-based nature of the work emphasizes achieving measurable sales growth and cost savings targets over the contract performance period.
