About this opportunity
The Department of the Air Force, 56 Contracting Squadron, seeks installation of new fiber optic cable from Information Transfer Building 910 to Information Transfer Building 1365 at Luke Air Force Base, Arizona, with proposals due July 27, 2026 at 10:00 AM MST. The procurement is a Women-Owned Small Business set-aside restricted to SBA-certified WOSB firms; only certified concerns may compete.
Place of performance is Luke AFB, Arizona. The work includes engineering, furnishing, installation, and testing of 36 strands of single-mode fiber optic cable (approximately 13,500 feet), 1,300 feet of new conduit, 6,500 feet of geo-textile fabric innerducts, one full-size network cabinet with power and grounding, and two 36-port fiber optic distribution panels. The contract period does not exceed 180 calendar days from Notice to Proceed. Work is performed Monday–Friday, 7:30 AM to 4:30 PM, excluding federal holidays, during routine duty hours.
The NAICS code is 237130, Power and Communication Line and Related Structures Construction. All contractor personnel must comply with OSHA regulations, confined space entry protocols, and Air Force Manual 91-203 occupational safety standards. The contract requires Davis-Bacon prevailing wages per Arizona General Decision Numbers AZ20260039 and AZ20260057. Contractors must comply with TIA telecommunications standards, RUS bulletins, BICSI guidelines, and Air Force technical standards including fiber optic termination requirements (LC UPC connectors), geospatial deliverables with 3-feet GPS accuracy, as-built drawings, and bi-directional optical testing at 1310 nm and 1550 nm wavelengths.
Evaluation uses a Performance Price Tradeoff approach weighting Technical (Construction Work Plan) and Past Performance combined as approximately equal to Price. Technical proposals (maximum 20 pages) must demonstrate understanding of confined-space entry, cable pulling, splicing methodologies, and TIA/TDM/UFC compliance. Past performance submissions cover up to three recent projects within three years, valued $250,000 to $1,000,000 with similar scope. Performance bonds equal to 100 percent of contract price are required within 10 calendar days of award. The Government intends to award without discussions but reserves the right to conduct discussions if determined in its best interest. Amendment 0002 (issued July 10) added an updated SOW, consolidated RFI log with 99 government responses, and revised Section L instructions.
