About this opportunity
The U.S. Coast Guard Base Portsmouth is seeking inspection and repair services for boilers and unfired pressure vessels through this Request for Quotation. The procurement requires contractors to provide National Board Inspection Code (NBIC) commissioned inspectors to perform comprehensive external and internal inspections of approximately 15 pressure vessels, including boilers from manufacturers like Lochinvar and Weil McLain, as well as air compressors from Ingersoll Rand and other brands. Inspectors must conduct detailed assessments including operational testing, leak tightness testing, wall thickness measurements, and provide comprehensive condition reports for any necessary repairs, all in accordance with NBIC standards. The evaluation criteria will consider technical capability, past performance, delivery time, and price as key factors. The solicitation was posted on June 13, 2025, with responses due by June 27, 2025.
This opportunity is designated as a Total Small Business set-aside under NAICS code 811310 for Commercial and Industrial Machinery and Equipment Repair and Maintenance. No current incumbent contractors are identified in the documentation, and the RFQ indicates a zero-dollar valuation suggesting pricing details will be determined through the quotation process. The contract includes a base year from August 1, 2025 through July 30, 2026, with two option years extending the potential contract through July 30, 2028. All work must be performed at USCG Base Portsmouth located at 4000 Coast Guard Blvd, Portsmouth, VA 23703, during normal business hours Monday through Friday between 7:30 AM and 4:00 PM. Contractors must coordinate scheduling with the Facility Engineering Representative and ensure all inspectors maintain proper NBIC commissioning throughout the contract period.
