About this opportunity

The U.S. Coast Guard seeks annual inspection and load testing of weight-handling equipment at USCG Base Elizabeth City, North Carolina, with quotes due August 25, 2026, and questions due August 17. This procurement is a total small business set-aside under NAICS 541380 (Testing Laboratories and Services), with a size standard of $19 million.

Place of performance is USCG Base Elizabeth City, 1664 Weeksville Road, Elizabeth City, NC 27909. The contractor shall inspect and load test bridge cranes, hoists, boat lifts, telehandlers, mobile cranes, and vehicle lifts distributed across approximately 15 buildings and two heavy maintenance facilities. Load testing must be performed at 123 to 125 percent of rated load capacity (except vehicle lifts at 100 percent and boat lifts at rates to be determined separately). All inspections include visual, audible, and measurement assessments with documentation of wear on brakes, wire ropes, chains, and gearing per OEM specifications. The contractor must provide all transportation, labor, equipment, materials, weights, measures, and testing materials; organic base resources are prohibited except for boat lift load testing, which requires a detailed plan of action for approval. Mobile crane inspectors must hold factory or OEM certifications. Work shall be performed during normal base hours (0700–1530, Monday–Friday) with completion required within 30 workdays from notification to proceed. Equipment failing inspection or load testing requires submission of a Conditions Found Report within 7 calendar days and re-inspection within 30 calendar days at no additional cost. The contractor must submit past performance documentation demonstrating related government-owned weight-handling equipment experience with the quote.

The contract is firm-fixed-price for a base year (September 15, 2026, through September 14, 2027) with four optional one-year renewal periods. Service Contract Labor Standards apply per Wage Determination No. 2015-4405 for Pasquotank County, North Carolina, with prevailing wage rates ranging from $10.65 to $49.98 per hour plus health and welfare benefits of $5.55 per hour (up to 48 hours weekly). Evaluation uses FAR 52.212-2 criteria, awarding to the lowest-priced technically acceptable quotation. A mandatory site visit is scheduled for August 11, 2026, at 1000 hours; interested parties must arrange attendance through Michael Barclift (Michael.D.Barclift@uscg.mil) with a minimum three-day advance notice and must complete a visitor access request form and present valid Real ID or Passport (unless holding valid Military ID or RAPIDGate pass). Amendment 00001 (August 12) and Amendment 00002 provide answers to questions received; offerors must acknowledge receipt of amendments prior to the offer deadline.
