About this file

This document is a Questions and Answers file for RFQ 70Z08126QELIZ0018 dated August 19, 2026, addressing contractor requirements for inspection and load testing of weight-handling equipment on a military base.

The Government requires contractors to provide all certified test weights, vehicles, equipment, and testing materials necessary for inspecting and load testing equipment. Organic resources (materials already on base) are not permitted, with the sole exception of boat lifts outlined in Section 11 of the Detailed Technical Requirements, which require contractor submission of a detailed plan of action for Government approval. Load testing must be performed at 123% to 125% of equipment rated load capacity, except vehicle lifts tested at 100% of rated capacity and boat lifts to be determined separately. All inspections must include visual and audible assessments plus measurement verification and wear documentation for brakes, wire ropes, chains, gearing, and other applicable components in accordance with OEM specifications, with results documented on inspection reports. Contractors must perform necessary adjustments and lubrication, including wire ropes, chains, and Zerk fittings, at each inspection. Mobile crane inspectors must hold factory/OEM certifications, and mobile crane load testing must be performed on rubber with outriggers down if load charts provide both setups, with the contractor responsible for providing all testing materials including rubber. The Government requires contractors to provide qualified technicians capable of performing troubleshooting and repairs outside routine inspection services. Bidders must submit past performance qualifications demonstrating related work experience with government-owned weight-handling equipment per Section 10.b of the Scope of Work.

Questions and Answers as of August 19, 2026

1. The MPCs say organic resources can be used for test-weight material as long as the actual weight is verified. Are contractors allowed to use suitable vehicles, boats, equipment, or other material already on the Base as the test load instead of bringing in dedicated test weights?

Answer: The Contractor shall provide all weights, vehicles, equipment, testing materials, etc. to inspect and load test the equipment. The only exception to this will be the boat lifts outlined in Section 11 – Detailed Technical Requirements (subsection d). The Contractor shall provide a detailed plan of action for approval which may or may not include using the boats to load test.

2. If using what is already onsite is allowed, ensuring the weight is verified and everything is rigged safely?

Answer: Organic resources will not be allowed. The only exception to this will be the boat lifts outlined in Section 11 – Detailed Technical Requirements (subsection d). The Contractor shall provide a detailed plan of action for approval which may or may not include using the boats to load test.

3. Does the Government require the contractor to provide certified test weights for load testing of the equipment?

Answer: Yes.

4. Does the Government require load testing to be performed at 123% to 125% of the equipment’s rated load capacity, with the test load not to exceed 125% of rated capacity?

(Mobile cranes follow separate criteria).

Answer: Yes. However, vehicle lifts will be load tested at 100% of rated capacity and boat lifts are to be determined.

5. Does the Government require inspections to include visual and audible inspections, as well as verification of measurements and wear, for components including brakes, wire ropes, chains, gearing, and other applicable items in accordance with the manufacturers (OEM) specifications? If so, does the Government require these inspection results and measurements to be documented on the inspection reports?

Answer: Yes. All must be documented on the inspection reports.

6. Does the Government expect the contractor to perform necessary adjustments and lubrication, including lubrication of wire ropes, chains, and Zerk fittings, at the time of each inspection?

Answer: Yes.

7. Does the Government expect the awarded contractor to provide qualified and knowledgeable technicians capable of performing troubleshooting and/or repairs, when necessary, outside the scope of the routine inspection services?

Answer: Yes.

8. Does the Government require mobile crane inspectors to hold factory/OEM certifications to ensure that applicable manufacturer safety inspection requirements are satisfied?

Answer: Yes.

9. Just to clarify, does the Government require mobile crane load testing be performed on Rubber and with outriggers down if load charts provide both setups? (This is industry standard)

Answer: Yes. The Contractor is responsible for providing all testing materials including rubber.

10. Does the Government require bidders to provide past performance qualifications demonstrating experience with the inspection and maintenance of government-owned weight-handling equipment?

Answer: Per Section 10.b of the Scope of Work, past performance of related work must be submitted with your quote.
