About this opportunity
The United States Air Forces in Europe - Air Forces Africa (USAFE-AFAFRICA) is seeking a Firm Fixed Price Blanket Purchase Agreement (BPA) for inside plant and premise wiring services across multiple Royal Air Force (RAF) bases in the United Kingdom. The contract will cover engineering, furnishing, installing, testing, and repairing (EFIT&R) interior fiber optic and copper cable infrastructure, including cable terminations, management systems, equipment cabinets, racks, patch panels, ducting, and grounding systems. Contractors must be prepared to work at nine specific RAF bases, including RAF Lakenheath, RAF Feltwell, and RAF Mildenhall, with the ability to install either Cat 5e or Cat 6A copper cabling and multi-mode or single-mode fiber optic cables. Qualified vendors must possess UK electrical licensing, CompEx 1-4 certification for hazardous areas, and appropriate security clearances. The pre-solicitation notice indicates responses are due by May 2, 2025, with an anticipated contract period from February 2026 through February 2031.
The procurement is a competitive multiple-award BPA with no specific small business set-aside designation, targeting both large and small telecommunications infrastructure providers. The contract will utilize pre-approved price lists and is classified under NAICS category 517810 (All Other Telecommunications) with a Product Service Code of R426 (Support-Professional: Communications). While specific award values are not disclosed, the comprehensive scope suggests a significant investment in modernizing communications infrastructure across UK-based Air Force installations. The BPA will require contractors to implement specialized electrical work in sensitive areas, including provisions for potential asbestos abatement and strict adherence to UK health, safety, and explosive safety regulations. Contractors must also be prepared for base-specific training, rigorous quality control measures, and comprehensive testing standards for all installed communications infrastructure.
