About this opportunity

The Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) is conducting market research to identify qualified firms capable of providing professional and administrative support services both in the U.S. and overseas to support INL's global operations. The anticipated contract vehicle is a Blanket Purchase Agreement (BPA) with a one-year base period and four one-year option periods. Key requirements include specialized subject matter expertise across a range of labor categories, experience working with the U.S. Government and in foreign countries, and managing medium-sized projects. Proposals will be evaluated using a best value trade-off approach, with technical merit being significantly more important than price. Responses to the Sources Sought Notice are due by December 6, 2024.

The government may set-aside the final award for Service-Disabled Veteran-Owned Small Businesses, depending on the market research results. The current program consists of approximately 170 contractors, and the government has not specified a total contract value or budget range. Potential offerors are requested to provide details on their company, relevant past performance, and any concerns with the draft terms and conditions using the provided templates and attachments.
