About this opportunity
The Department of the Air Force Materiel Command (Air Force Sustainment Center) seeks communications infrastructure support services for Hill Air Force Base, Utah through a multiple award Blanket Purchase Agreement (BPA), with proposals due June 15 and questions due May 22. This is a 100 percent small business set-aside, with award to up to three lowest priced technically acceptable vendors.
The BPA is for three years (July 15, 2026 through July 14, 2029) with a total not-to-exceed price of $4.5 million. Place of performance spans Hill AFB, Little Mountain, and Utah Test & Training Range (UTTR), with contractor location required within 30 miles of Hill AFB to support time-critical requirements. Services include communications infrastructure labor, materials, subject matter expertise, management, and transportation for both inside plant work (network equipment installation, fiber optic splicing and termination, CAT 6 cabling, cable trays, raceways) and outside plant work (manholes, trenching, duct work).
The primary NAICS code is 238210 (Electrical Contractors) with $19 million size standard. Contractor personnel must hold BICSI certification or equivalent and comply with CMMC Level 1 cybersecurity requirements for all information systems processing Federal Contract Information or Controlled Unclassified Information. The PWS requires staffing rosters and certifications within 10 business days of award, written proposals within 48 hours of site walk completion, minimum one-year warranty on installed cable and hardware, and project schedules in MS Project or Excel within five working days of call order. Work hours are normally Monday–Friday, 0700–1600, with 24/7 access possible; extended hours may be required at no additional cost. Contractor must achieve OSHA confined space compliance and follow telecommunications standards per Appendix A. All cable and fiber installations must be tested and certified to commercial standards; rejected deliverables must be corrected within 10 calendar days or face punitive measures.
Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology, with only the three lowest priced offers evaluated for technical acceptability at BPA award. Future individual call orders are limited to the Simplified Acquisition Threshold with 48-hour minimum response time and competed among awardees. Pricing must comply with Service Contract Labor Standards and prevailing wage rates for applicable geographic areas. Incumbent contractors on the existing BPA are E-logic, Sorenson Installations, and Shofar. Amendment 0001 (May 27, 2026) extended the response due date from June 12 to June 15 and clarified CMMC Level 1 requirement via FAR 252.204-7021.
