About this file
This is a Questions and Answers document for federal contract opportunity FA8201-26-R-0008, a multiple award Blanket Purchase Agreement (BPA) that will add new vendors to an existing BPA (FA820124Q1854) managed by the Air Force.
The response deadline for offers is 15 June 2026. The BPA maintains NAICS code 238210 and requires a minimum CMMC Level 1 certification. Incumbent contractors on the existing BPA are E-logic (FA820124A0004), Sorenson Installations (FA820124A0006), and Shofar (FA820124A0005). The solicitation includes pricing requirements for underground and utility duct work: UG DUCT 1 way (single empty PVC Schedule 40, 4" round), UG DUCT 2 way (2 preinstalled conduits inside a larger conduit), and UT DUCT 4 way (4 preinstalled conduits inside a larger conduit). Offerors must provide realistic pricing that incorporates all known constraints, site restrictions, and anticipated schedule impacts rather than hypothetical worst-case or best-case scenarios. For geographic requirement purposes under Section 1.1.2, the prime contractor's address—not a subcontractor's address—will be used to determine proximity to Hill Air Force Base, and only an address listed on the offer is required with no lease agreement proof needed.

Questions and Answers
Q1. New BPA vs. Current BPA: Is the new BPA intended to run alongside an existing BPA (FA820124Q1854) for this requirement, or will it replace it entirely?
A1. This effort will add new vendors to an existing multiple award BPA.
Q2. Response Date: The Combined Synopsis/Solicitation letter indicates offers are due 15 June 2026, while the SF 1449 lists 12 June 2026. Could you confirm the authoritative response deadline?
A2. Offers are due 15 June 2026. The SF 1449 has been updated.
Q3. Would we consider changing the NAICS code from 238210 to 237130?
A3. Not currently, because this effort is adding to an existing multiple award BPA, the NAICS code will remain unchanged.
Q4. What is the minimum CMMC level required for the BPA?
A4. CMMC level 1 is required.
Q5. Is the vendor to give you worst case scenario pricing for a project that we know will take longer due to restrictions, etc. or are you looking for best case scenario where our pricing can match the projected total?
A5. The Government requires offerors to provide realistic and complete pricing that accurately reflects their specific technical approach to meeting all requirements detailed in the solicitation's Statement of Work (SOW) / Performance Work Statement (PWS).
Offerors must incorporate all known constraints, site restrictions, and anticipated schedule impacts outlined in the solicitation into their proposed pricing. Please base your price proposal on the realistic execution of your technical solution rather than hypothetical "worst-case" or "best-case" scenarios.
Q6. With the pricing sheet, the UG Duct does not specify what size for the duct nor what material (PVC (Schedule 40/80), HDPE fiberglass, and PVC-coated rigid steel) nor size of the required duct, can you elaborate?
A6. UG DUCT 1 way, should be a single empty PVC Schedule 40, 4” Round.
UG DUCT 2 way, this has 2 conduits preinstalled inside a larger conduit.
UT DUCT 4 way, this has 4 conduits preinstalled inside a larger conduit.
Q7. Can the Government please provide the incumbent contractors and contract numbers?
A7. E-logic: FA820124A0004 / Sorenson Installations: FA820124A0006
Shofar: FA820124A0005
Q8. In accordance with Section 1.1.2 Geographic Requirement, will the Government consider a subcontractor's address along with a subcontractor agreement to confirm the prime and subs teaming arrangement?
A8. No, the address used to determine proximity to Hill AFB will be the prime contractor’s address.
Q9. In accordance with Section 1.1.2 Geographic Requirement, is the Government just looking for us to provide an office address as proof or is a lease agreement required? Just address, lease not required
A9. The address listed on the offer will meet the requirement with no proof of lease required.
