About this opportunity
The Air Force Materiel Command Lifecycle Management Center issued an industry day notice on May 7, 2026, for the Royal Saudi Air Force F-15SA Program Depot Maintenance (PDM) initiative, with RSVP deadline May 21, 2026, and the virtual event scheduled May 26, 2026.
The Air Force seeks contractor capabilities to perform depot-level maintenance on 15 F-15SA aircraft over a nine-month period at a facility in Saudi Arabia, with projected contract award in 2028 and program start January 2028. The scope includes scheduled PDM and inspections on a minimum of six aircraft simultaneously, 100% required inspections of fuselage, wings, flight controls, landing gear, hydraulic, electrical, and fuel systems, mandatory component replacements such as fuel tank bladders, implementation of applicable Depot-level Time Compliance Technical Orders, and Functional Check Flights prior to delivery. Flow time is approximately 117 flow-days per aircraft for production aircraft, with initial converted aircraft requiring 140 working days. Quality standards require greater than 97.5 percent monthly quality, zero Category I Major findings, and no more than one Category II Major finding during post-PDM receiving inspection.
The Air Force seeks industry input on nondestructive inspections (on and off aircraft), asset installation, Government Furnished Property management including calibration and serviceability, and maintenance, modification, functional testing, and delivery of F-15 aircraft. Interested vendors must submit questions by May 27, 2026, to receive USG responses by June 2, 2026. Contractors should anticipate Secret-level U.S. and Saudi security clearance requirements and submit proposals detailing maintenance philosophy, proposed flow times, learning curve assumptions, and quality control plans. The contractor is responsible for local purchases of expendables and consumables unless the RSAF elects to provide fuel. Interested contractors must RSVP to chantel.cummings@us.af.mil by 12:00 PM on May 21, 2026, to register for a private 45-minute presentation time slot.
