PR: FD2060-26-_____ PWS REVISION: 0 2
1.0 Description of Services: The purpose of this effort is to perform scheduled PDM and related inspections as per “Work Specification (WS) for The Royal Saudi Air Force (RSAF) F-15SA Program Depot Maintenance (PDM) Model Contract XXXXXX-XX-X-XXXX" , hereinafter referred to as F-15SA PDM WS,for F-15SA conversion jets with tail numbers XXXX in accordance with the Letters of Offer and Acceptance (LOA) between the United States of America and the Kingdom of Saudi Arabia (KSA). Specifically, LOA SR-D-XXX outlines requirements for the PDM . This Performance Work Statement (PWS) focuses on meeting that requirement.
1.1 Objective(s): This Performance Work Statement (PWS) describes the services required to conduct F-15SA Program Depot Maintenance (PDM) for the Royal Saudi Airforce (RSAF).
These services include the tasking for the contractor to inspect provided aircraft as per the F- 15SA PDM WS. The services to accomplish these work specifications include but are not limited to 1) Perform nondestructive inspections of assets both on and off the aircraft, 2) install assets that pass the inspections back onto the aircraft , 3) install Government Furnished Property (GFP),
4) maintain GFP calibration dates and, 5) maintain GFP serviceability.
1.2 Benefit to United States Air Force (USAF) and the Royal Saudi Air Force (RSAF): This program will benefit the USAF through support for a strategic ally. This program will provide the RSAF F-15SA PDM inspections and will identify any configuration details that might be unique to a particular tail number. In turn, this will increase RSAF aircraft reliability and availability.
1.3 Background: The Royal Saudi Air Force (RSAF) has requested FMS support for in-Kingdom Program Depot Maintenance (PDM) services for a minimum of six (6) F-15SA aircraft at the contractor facilities, identified by Commercial and Government Entity (CAGE) Code ?????, in XXX, Saudi Arabia. This effort aims to sustain the operational readiness and service longevity of the RSAF F-15SA fleet by leveraging XXX. The PDM effort will address the RSAF’s critical requirement for strategically localized depot-level maintenance, ensuring that the aircraft remain mission-capable while simultaneously contributing to local industrial development. By facilitating PDM at this facility, this initiative aligns with broader objectives for strengthening in- Kingdom defense sustainment capabilities and reducing reliance on foreign depot services. The solicitation will outline specific technical, schedule, and quality assurance requirements in compliance with U.S. Government and Foreign Military Sales (FMS) policies to ensure operational and contractual success.
