About this opportunity
The Army Materiel Command Contracting Command Orlando intends to solicit medical training and instruction services under its MIOSS (Medical Instruction and Operational Support Services) program, with formal solicitation expected on SAM.gov following completion of industry engagement activities; the April 28, 2026 due date applies to the current pre-solicitation Industry Day materials and Q&A submissions only. This procurement carries a total small business set-aside. Work is performed across 25 Military School of Technical Competency locations, both CONUS and OCONUS. The contractor will supply approximately 125 Full-Time Equivalents distributed across all sites, including designated Team Leads and Instructor/Operators with differentiated medical credentials (NREMT, Paramedic certifications required where specified). Personnel must maintain current BLS, ALS, PALS, PHTLS, TC3X Train the Trainer, and TCCC certifications; costs for initial and refresher training are the contractor's responsibility. No security clearances are required. The contract structure is a single-award IDIQ under the Service Contract Act with no exempt positions. The Government provides all simulators, equipment, Class VIII medical supplies, and training materials. Minimum throughput requirement is 2,500 Combat Medic (68-Whiskey) students annually per MSTC location. The acquisition strategy (Best Value or Lowest Price Technically Acceptable) and pricing approach (Cost or Firm Fixed Price) will be determined within two weeks of Industry Day. Past performance will be evaluated during source selection. The incumbent contractor will provide overlap support during transition. Potential offerors must monitor SAM.gov for the formal RFP release and may request video recordings from the March 31, 2026 Industry Day by contacting usarmy.orlando.peo-stri.mbx.mioss@army.mil.
