About this file
This file is a Question and Answer document addressing inquiries submitted regarding the Performance Work Statement (PWS) for the Army's Medical Instruction and Operational Support Services (MIOSS) program. The Q&A consists of 161 questions and answers covering contract requirements, personnel qualifications, operational procedures, and administrative details.
The MIOSS program requires contractor-provided medical training and instruction services at 25 Military School of Technical Competency (MSTC) locations, both Continental United States (CONUS) and Overseas Continental United States (OCONUS). Key service requirements include providing Instructor/Operators (I/Os) to deliver medical training courses such as Combat Lifesaver (CLS), Deployed Medicine Tiers I and II, and various advanced life support certifications. The contract mandates a minimum throughput of 2,500 68-Whiskey (Combat Medic) students annually per MSTC. Staffing comprises 125 total Full-Time Equivalents (FTEs) distributed across all sites, with each location requiring a Team Lead and a specified number of I/Os differentiated by medical credentials (NREMT, Paramedic). The contractor must maintain multiple medical certifications including BLS, ALS, PALS, PHTLS, TC3X Train the Trainer, and TCCC certifications; costs for initial and refresher certification training are the contractor's responsibility. The Government provides all simulators, equipment, Class VIII medical supplies, and training materials; the contractor supplies personnel, supervision, and administrative support. Contract is structured as a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) under Army Contracting Command-Orlando. The Service Contract Act applies with no positions exempt. Personnel certifications are based on American Red Cross and National Registry standards, with affiliations maintained through either Government or contractor personnel. No security clearances are required for I/Os. Phase-in period allows access to Government-Furnished Equipment on a non-interference basis, and the incumbent contractor provides overlap support during transition.

| Question # | PWS Section to which the question or comment applies to: | Question / Comment | Answer | |
1.3.3 | Consider program-wide Unified Communications. Link admin, instructors, trainees, classrooms, labs...anyone anywhere, interconnected. All devices supported, panel/desktop/laptop/tablet/cellphone/walkie-talkie/'motorola'/radios, all linked. Connect within (or among) MSTCs to facilitate learning, administration, collaboration, problem solving, contingency response. Comms Logger - Record and playback any/all-channel audio and speech-to-text converted text, by user/room/timestamp etc. for AAR, admin etc. Display speech-to-text during instruction for efficiency, clarity, notes/reference recording, ESL assist and visual learning. Optional remote live radio control to reach live outstations/ranges/excercises/ training. Simulated radio or communications bridges into and out of simulations. | Each MSTC is a closed system. The ATO does not allow for connectivity between MSTCs. |
1.3.3 | Consider use of Phraseology Trainers to allow trainees to learn and practice any types of phrases/sentences/conversations required for efficient communication. Phraseology Trainers enable individual engagement, personalized skil level based practice and repetition, reduces instructor and classroom time. Can be installed on any device, takehome/issued or not. Speeds training/throughput, reduces net cost, increases confidence fluency and clarity. Reduces risk of mis-communication or under-communication. | Phraseology Trainers are not a requirement and will not be funded. |
1.2 Background | " Cadavers may also be utilized for training." What role will the contractors play in cadaver training and how will it be funded? | Instructor/Operators may use cadavers in place of manikins. Cadavers are provided by the installation at no cost to the contract. |
1.2 Background page 1 | PWS states "single patient" injuries. Will there be a new requirement that replicates the LSCO medical environment for multiple patient scenarios with new Joint Triage adherence? | No. |
1.2 Background page 1 | Will the Distance Learning be on Joint Knowledge Online or another platform? Will there be any contractor requirements to develop this or be responsible for this? Will there be a requirement to add this to course catalog and scheduling procedures in ATRRS? | The contractor is not required to develop distance learning, nor will there be a requirement for the contractor to add this to the course catalog. The MSTCs currently have no distance learning. |
1.3 Scope page 4 | What are the other miscellaneous courses to be instructed. Will there be associated cost to the contractor for additional certifications, travel or specialized training? | No additional certifications, travel or specialized training will be required for other courses. |
1.3 Scope page 5 | What is Tier I and II? Is that TCCC Tiers I and II? If so will it be replacing CLS or be taught in addition to CLS? | Deployed Medicine Tier I (All Service Members) and Tier II (Combat Lifesaver) |
1.3 Scope page 4 | Also, what are the requirements for CLS training? Is this only a Train the Trainer or students at MSTC locations? Suggest discovery of true demand signal for this and provide detailed direction on requirements to avoid mission creep and accurate manning for each site. | CLS is provided to U.S. Army Medics and as a train the trainer for Units who use the TC3X systems. |
1.3 Scope page 5 | Recommend adding language to the PWS stating "non DOD, state or local agency training such as local fire departments is prohibited" Some of the current locations experience mission creep without this guardrail. | Recommendation noted. |
1.3.3 Scope page 5 | Will the scenario development be virtual or for live training environment? Will there be additional FTEs allowable for this requirement? | Scenario development would be for live training. No additional FTEs are allowable. |
1.3.1 (Training/Education Services) | The PWS states: "the Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and other items necessary to satisfy the performance-based requirements." Given that MSTCs are already established at 25 locations with existing infrastructure, could the Government please clarify what specific additional facilities, equipment, tools, and materials the contractor is expected to provide beyond the assets currently available at these 25 sites? | No. |
1.3.1, 1.3.3, 2.2 | 1.3.1 & 1.3.3 state "Unless otherwise specified herein, the Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and other items necessary to satisfy the performance-based requirements contained herein" Should offerers include high fedility mankins, Moulage kits, AAR Tools, Class IV supplies and all other equipment necessary to facilitate training IAW TC8-800, DHA, and other MEDCoE guidelines? | |
| Or is all the required equipment and materials furnished for all MSTC site under a seperate contract as stated in section 2.2? "All simulators and equipment that is used for the training are being provided, serviced, and inventoried under a separate contract that has already been established." | All required equipment and materials are currently provided at each MSTC. Simulators/equipment are provided/serviced under an existing, separate contract. | |||
1.3.1 (Training/Education Services) | The PWS states the contractor shall provide "all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary." Is there a government-furnished property list available that details exactly which items will be provided by the government versus those the contractor must provide? | All required equipment and materials are currently provided at each MSTC. |
PWS 1.3 Scope; 2.7 Location and Hours of Work; 3.1–3.2 Performance Requirements; 2.3.4.1–2.3.4.5 OCONUS Requirements | Is there a minimum number of I/Os that must be physically present at an MSTC at all times, regardless of training demand or scheduled events? | There is no requirement to maintain a minimum number of physically present I/Os at a MSTC. |
|||
Are OCONUS MSTCs historically (or expected to be) staffed similiarly as CONUS sites? | Yes. | |
Is there a typical or maximum number of concurrent training operations that are expected to be supported at an MSTC? | As a general rule, each MSTC has 2-3 classroom spaces and would not exceed the space limitations for concurrent classes. | |
|||
PWS 2.7.2 Surge Support Requirements | During surge events, what is the typical increase in personnel required, and what is the expected duration and frequency of surge periods? | Surge events are all unique and would be negotiated on an as-needed basis. |
PWS 2.6 Contractor Personnel, Disciplines, and Specialties; 3.4.2 MSTC Team Lead Qualification Requirements; 2.13 Security; 3.4.1 Medical Certification Standards | Is an MSTC Team Lead required at each site, and does this role differ from a Site Lead, if applicable? If not required at each site, can the Government please clarify which sites a Team Lead is required for and the distiguishing reasons why? | Each MSTC requires a Team Lead (this term replaces Site Lead). |
Are all I/Os considered the same level, or does the Government distinguish between I/Os based on qualifications, certifications, or years of experience? | I/Os are distinguished by Medically Credentialled Certification level. For example, NREMT, Paramedic, etc. | |
Can the Government provide baseline certification, security clearance, and minimum years-of-experience requirements applicable to all labor categories, and clarify differences in requirements between CONUS and OCONUS personnel? | Certificaitons are based on American Red Cross requirements. No security clearance is required. The only specified minimum years of experience is for the Team Lead. There is no difference between CONUS and OCONUS personnel / requirements. | |
Can the Government provide historical staffing levels or anticipated staffing levels by MSTC site – while still continuing offerors to propose alternative solutions? | Anticipated staffing levels are provided in Attachment 2 as recently updated. Historical data will not be provided. | |
2.3.4 Personnel Administration page 7 | Please clarify what certifications must be managed and refreshed by the contractor (NREMT, BLS, ALS, PALS, PHTLS etc and if the contractor should include the cost of this in its pricing proposal. This keeps a low bidder from ignoring those costs in the pricing volume and asking for a contract modification after award, and the associated protests when that happens. | MEDIC Tables I–VIII; MEDIC Table VIII Validation; Combat Lifesaver (CLS)TCCC Tier 3); All Service Member (ASM / TCCC Tier 1); Basic Life Support (BLS); Heartsaver / AED; TC-3X Train the Trainer; Delayed Evacuation Causality Management (DECM); Advanced Life Support (ALS); Pediatric Advanced Life Support (PALS); Individual First Aid Kit (IFAK); TCCC All Tiers; Comprehensive Medic Training (CMT); Pre-Hospital Trauma Life Support (PHTLS) - Not all inclusive as individual sites may have requirements based on MOS population. |
2.7 Location and Hours of Work page 13 | Will the surge request be issued as a task order that allows for pricing and travel pay, or is that to be considered in the initial pricing? If so, what percentage should the contractor calculate for surge support annually? | Surge events are all unique and would be negotiated on an as-needed basis. |
2.15.8 (EO, EEO, Fraternization, and SHARP) | The PWS requires annual training for all contractor employees. Will the government provide this training, or is the contractor expected to develop and deliver this training? | Annual training identified in Paragraphs 2.14.1 - 2.15.8 are standard training available through JKO or a similar training platform. TC 8-800 training is provided at the MSTCs at no cost to the Government. All other annual/bi-annual training for medical credentials is at cost to the contractor and shall not be provided by the MSTCs. |
2.17 (Quality Assurance Surveillance Plans) | Will the government provide the QASP prior to proposal submission to ensure our Quality Control Plan properly aligns with government oversight expectations? | Yes. The QASP is provided via an update as Attachment 36. |
2.2 (Business Relations) | Is the current W-TRS contractor precluded from competing for this MIOSS contract, or are they eligible to submit a proposal? | If the current W-TRS contractor type aligns with the requirements of the Combined Acquisition Plan/Service Acquisition Strategy, they are allowed to bid. |
2.3.4 (Personnel Administration) | Are there documented instances under the current contract where personnel must travel off-installation to obtain refresher training for required certifications? If so, how is this handled administratively and financially, and will similar arrangements be necessary under the future MIOSS contract? | Yes. The contractor is financially responsible for the certificaiton/recertificaiton. It is the responsibility of the contractor to handle this administratively. The training cannot interfere with any other requirement of the PWS. |
2.3.4.1 (OCONUS Requirements) | For OCONUS locations, are quarters currently provided by host installations for MSTC support personnel? Will this accommodation arrangement continue under the MIOSS contract, or will contractors need to make alternative housing arrangements? | Housing is not provded. |
2.7.1 (Government Installation Work Schedule) | For accurate planning and pricing purposes, should contractors calculate a man-year as 1,920 hours or 1,912 hours? | A man-year is 1,920 hours. |
2.7.3 (Instructor Operator vacancies) | Considering the unique challenges of OCONUS positions, would the Government consider extending the two-week vacancy filling requirement for OCONUS locations due to country-specific clearance and visa processing timelines? Additionally, would the Government permit temporary assignments of Instructor/Operators from MSTCs with lower operational requirements as an interim solution until permanent replacements can be properly vetted and hired? | Relief from requirement for OCONUS positions will need to be requested from the APM and evaluated on a case-by-case basis. Consideration may be given to a temporary lower qualifying instructor, however, this too will be on a case-by-case basis. |
2.8.1 (Reimbursement of Travel, Per Diem, and Special Material Costs) | To ensure accurate pricing and resource allocation, could the Government provide an estimated frequency and duration of TDY assignments and travel days anticipated during contract execution? Will travel expenses be captured as a separate Contract Line Item Number (CLIN)? What specific documentation requirements (travel requests, expense reports, receipts) will be required to authorize travel and substantiate reimbursement claims? | No TDY is anticipated however, if incurred, would be captured as a separate CLIN and proposed to prior to authorization to travel. |
2.9 (Tools and Equipment) | Please clarify the responsibility matrix for maintenance and lifecycle support of computer equipment at the MSTCs. Will this responsibility continue under the MIOSS contract or remain elsewhere? Additionally, which entity (MIOSS contractor or Government) will be responsible for replacement of expendable supplies used during operations? Is the WTRS contract maintaining management of logistical support and sustainment to the MSTCs, or is that logistical requirement incorporated into this PWS with W-TRS oversight? | Computers for the classrooms and MT-C2 system, and expendable training supplies used by the Contractors are provided by the Government. The W-TRS Contract maintains TADSS and procures expendable (non-Class VII) suppiles used for training at the MSTC. Class VIII supplies are provided by the Government. |
2.3.4.1 | How are staffing gaps that are host-driven going to be treated? | Relief from requirement will need to be requested from the APM and evaluated on a case-by-case basis. |
2.3.4.1 | Do penalties apply when the Host Nation holds up staffing? | No. |
2.3.4.1 | Can local nationals be subbed? | No. |
2.7 | Do surge timelines account for accreditation lag? | No. |
2.2 Business Relations | Can the Government identify the current Warfighter Training Readiness Solutions (WTRS) contractor(s) with whom the Associate Contractor Agreements (ACAs) must be established? | V2X and MicroHealth. |
2.2 Business Relations | What specific responsibilities and coordination requirements are expected under the ACA regarding simulator use, logistics, and maintenance support? | The PWS states the requirements in paragraph 2.2. |
2.3.4.1 OCONUS Requirements | Will the Government provide country-specific Status of Forces Agreement (SOFA) requirements, and what support, if any, will be provided to assist the contractor with compliance? | The Government will not provide specific SOFA requirements. The Government will assist with the process as and when appropriate. Further information is available at https://samm.dsca.mil/loanote/status-of-forces-agreement-sofa |
2.3.4.1 OCONUS Requirements | What is the typical clearance timeline for SOFA status approvals for OCONUS I/Os? | Generally not less than 45 days and up to 4 months. The Government will assist with the process as and when appropriate and consider exceptions to the staffing requirements on a case-by-case basis. |
2.6 Contractor Personnel, Disciplines, and Specialties | Will labor categories be standardized across MSTCs or tailored per site/task order? | Labor catagories are standardized. |
2.7.2 Surge Support Requirements | How does the Government define “surge support,” and how frequently is this type of support expected to be required at MSTC sites? | Surge support is defined as support required above normal operations at beyond peak training times. This has not been executed over the life of the TRIOSS contract. |
2.7.2 Surge Support Requirements | How far in advance will the Government provide training schedules or surge labor requests? | Training is scheduled no less than 2 weeks ahead. Surge labor requests are handled with as much time to prepare as possible but there is no specific timeline/timeframe. |
2.7.3 Instructor Operator Vacancies | Are there specific performance thresholds or metrics related to Instructor/Operator (I/O) vacancy duration that will be used in CPARS evaluations? | Performance thresholds are stated in PWS Paragraph 2.7.3 |
2.7.3 Instructor Operator Vacancies | Will historical staffing or vacancy data be provided per MSTC site? | This will not be provided by the Government. |
2.8 Travel / Temporary Duty (TDY) | Will travel authorization processes, including approval points of contact, be defined in each task order or established contract-wide? | Contract-wide. |
2.9.1 Tools and Equipment | Can the Government identify the Army Maintenance Contractor responsible for providing common tools and PPE as referenced in the PWS? | V2X. |
2.13 Security | What is the Government’s process and expected timeline for completing Tier 1 (T1) background checks? | Cannot predict. |
2.14.2 Cybersecurity Standards | Is the contractor required to perform vulnerability scanning or IT security assessments on systems they operate or access? | No. |
2.16 Government Furnished Materials & 3.3.1 Phase-In Plan | Will the contractor be granted access to Government-Furnished Equipment (GFE) and systems during the phase-in period to facilitate onboarding and knowledge transfer? | Access is allowable on a non-interference basis. |
2.17 Quality Assurance Surveillance Plans (QASPs) | Can the Government provide a template or example of the Quality Assurance Surveillance Plan (QASP) that will be used to monitor contract performance? | Yes. It has been provided as Attachment 36 to the PWS. |
2.2 | Paragraph 2.2, the requirement to establish an ACA is repeated almost verbatim: "The Contractor shall establish ACAs during Phase-In and shall update/maintain ACAs as applicable for the life of the contract" appears twice in the same section | Corrected. |
2.7.3 | Paragraph 2.7.3 states that after a position is vacant for 2 weeks, "the Government can demand “considerations” in the form of payments." Will the Government provide a specific forumula in the contract for invoice deductions (i.e. based on the equivalent to the hourly rate multiplied by the number of hours of the missing employee(s)? | Yes this will be place and updated in the PWS. |
2.9.1 | Paragraph 2.9.1 states: "The Army Maintenance Contractor shall provide all common tools... The Army Maintenance Contractor will be responsible for these costs." Is there any meaningful distinction between "The Army Maintenance Contractor" and "The Contractor", the latter of which is used extensively throughout the rest of the PWS? | The Army Maintainer Contractor is V2X under the Warfighter TRS contract. The Contractor refers to the MIOSS contractor. |
2.9.2 | Paragraph 2.9.2 states: "The OEM shall provide medically unique tools and equipment at NET training." Does this mean that the contractor shall provide tools from the respective OEMs that produce the tools and equipment? Or does this indicate that the OEM proprietary tools will be provided as GFE? As currently written, the document holds the MIOSS Contractor responsible for costs that the previous paragraph assigns to a separate "Army Maintenance Contractor." | Medically unique tools and equipment are currently provided to the MSTCs. If necessary, any additional tools and equipment will be provided by the OEM(s). Costs are paid by the Government. |
2.15.4 | Paragraph 2.15.4 contains awkwardly worded language requiring the completion of DoD IA awareness training & DoD Cyber Awareness Challenge "before issuance of network access and annually | |
| thereafter before issuance of network access and annuallythereafter." | Duplication corrected. | |||
2.18.1, 2.18.3, 2.18.4, 2.18.5
| Paragraph 2.18.1 requires reporting accidents "within 24 hours". Paragraph 2.18.3 (Health/Safety), 2.18.4 (Property >$2K), and 2.18.5 (Legal/Criminal) require reporting "IMMEDIATELY upon discovery". While "immediately" usually overrides "24 hours," the presence of the 24-hour standard in the general section creates an inconsistency for minor incidents that might not fit the specific severe categories but are still "accidents. | Minor / Mid-level incidents are to be reported within 24 hours. Major incidents are to be reported immediately upon discovery. | ||
3 Scenario Development pages 31-34 | Will exercises for scenario development include Joint, Interagency and Multi-Naitonal exercises? | No.
3 Training Management pages 33-35 | Will there be a requirement to manage exercise support centrally or at each MSTC? | At each MSTC, not centrally.
3.1.2 Instructor/Operator Support item D | Is the contractor expected to provide the LMS for virtual and distance learning? Is that to be priced separately or consumed in OH costs. F it is to be absorbed in OH costs, we recommend a paragrpah like the OCONUS performance that states no contract modifications or EPA will be authorized after award. | The Contractor does not provide the LMS for virtual or distance learning.
3.1.3 Training Evaluation page 22 | What system should the evaluations go into? Recommend using the Joint Lessons Learned Information System (JLLIS) which is currently used across multiple Global Medic exercises. Will the Army Training Information System be used that recently replaced the Digital Training Management System (DTMS)? | The course survey is online and stored in a Government database.
3.1.4 Program of Instruction | Is contractor-developed training a separate TO on this effort? Is there an expectation to provide Instruction System Designers, Graphic Artists, and such? | All training is provided by MEDCoE. Any Contractor developed training is at the expense of the Contractor. There is no expectation for the contractor to provide ISD, Graphic Arts or the like.
3.2 Support for U.S. Military Exercises | There are a number of requirments in section 3.2 of this PWS which will require additional staff to manage and execute. As examples: Execute an Associate Contractor Agreement (ACA) with Warfighter Readiness Training Solutions (W-TRS). With 25 MSTCs on line now, the contractor will have to have "regional managers" as a 1 to 25 leader to lead ratio is not effective; implement data-driven training analysis, integrating: Digital AAR data, Training outcome metrics, Readiness indicators, Scenario performance data and documentation and retention policies; operationally relevant training that mirrors LSCO conditions, including integration with: WARSIM, Mission Command systems, Field medical exercises, Collective training environments; Develop exercise concepts and scenarios; facilitate and support training exercises for varying sizes (small team to Brigade level), complexities, and conditions. We recommend the USG identify those bilets and have them direclty billed in the pricing, in order to get a true apples to apples pricng comparison. This eliminates the temptation for a low bidding company to assign these tasks as additional duties to the PM or site leads for the purpose of pricing. Since those funcitons is not feasible as additional duties in execution, the low bidder will likey file a Request for Equitable Adjustment (REA) as soon as they are awarded, resulting in continued protests on this program. | It is up to the bidder to determine internal staffing levels to manage the contract. Pricing for management staffing and other non-direct labor overhead will be evaluated as part of the Offeror’s stated price and is at the discretion of the offeror.
3.2.2 Devlop Exercise Concepts | Is this to be completed by regular MSTC staff at the location or is this an addition to the contract requiring planning and exercise SME support? | This is as directed by the Contracting Officer and will be proposed to if requested.
3.2.2 Exercise Support pages 29-32 | Which exercises globally will be part of the requirement annually? | There is no training outside of the MSTCs.
3.4 General Core Task Order Requirements | Will the Program Manager, deputy program manager and any regional manager positions used to reduce the leader to led ratio be billable position on MIOSS? | Those positions are billable positions. The 'leader to led ratio' is irrelevant to this question.
3.4.1 The contractor shall comply with the following medical certification standards. Item A page 28. Item A | Maintaining credentialed certified instructors through the ARC requires affiliation. To meet the MTN standard of instructor training all instructors must be affiliated with an authorized site to maintain records of instructors and conduct Q&A along with renewals. Is the government taking this into account here? Is it an assumption? | Affiliations are currently maintained either by on-site Government or Contractor personnel. These affiliations are expected to be maintained in the same or similar manner throughout the life of the contract.
3.4.1 The contractor shall comply with the following medical certification standards. Item B page 28. | Who is responsible for the NREMT affiliation, the Medical Director, continuing education, and the cost to keep the instructors current? That must be stated as a requirement in the pricing volume if it is the contractor responsibliity | Affiliations are currently maintained either by on-site Government or Contractor personnel. These affiliations are expected to be maintained in the same or similar manner throughout the life of the contract.
3.4.1 The contractor shall comply with the following medical certification standards. Item G page 28. | In order to comply with the MTN and gain site codes a contractor with a site license is required to have 2 Instructors for BLS, ALS, and PALS at each location. Does the USG require the winning bidder to have a site lcense. Maintainin g certifications without asite license is a risk tohe USG. If the intent is for the contractor to have a site license, the PWS must be ammended to reflect 2 instructors for BLS, ALS, and PALS at each location. | Affiliations are currently maintained either by on-site Government or Contractor personnel. These affiliations are expected to be maintained in the same or similar manner throughout the life of the contract.
3.4.1 The contractor shall comply with the following medical certification standards. Item H page 28. | PHTLS requires site codes with the National Association of Emergency Medical Technicians (NAEMT) Is it the contractors responsibility to maintain site codes for its instructors? | Affiliations are currently maintained either by on-site Government or Contractor personnel. These affiliations are expected to be maintained in the same or similar manner throughout the life of the contract.
3.4.1 The contractor shall comply with the following medical certification standards. Item B page 28. | Does the USG require the contractor to have a site license for | Affiliations are currently maintained either by on-site Government or Contractor personnel. These affiliations are expected to be maintained in the same or similar manner throughout the life of the contract.
Collective Bargaining Agreements | There are 16 CBAs associated with this PWS. We have seen, in the last 3 years of protests, pricing proposals which are not sufficient to pay for salaries under the existing CBAs. We recommend the USG specifically state in the PWS that the pricing volume does not meet price realism requirments if they do not account for, at a minimum all 16 CBA costs and the remaining SCA labor costs. This will eliminate a series of protests. | Noted.
3.1.1 (Qualified Personnel/Subject Matter
Experts (SMEs))
3.1.2 (Instructor/Operator Support)
| 3.2 (Support for U.S. Military Exercises) | The PWS does not address security clearance requirements for Instructor/Operators. Since support for certain U.S. Military Exercises may require a minimum Secret-level clearance, could the Government specify how many I/Os will need security clearances and at what level? Is this an oversight in the PWS, or will clearance requirements be addressed in a subsequent amendment? | I/Os do not require a clearance. | ||
3.4.1 (The Contractor shall comply with the following medical certification standards) | The requirement specifies one (1) ALS instructor-certified I/O and two (2) BLS instructor-certified I/Os at every site. For efficiency and staffing optimization, would the Government consider allowing a single I/O who holds both ALS and BLS instructor certifications to simultaneously fulfill the requirement for one ALS instructor-certified I/O and one of the two required BLS instructor-certified I/Os? | Yes. |
3.4.13 (Training Supplies) | Please provide clarification regarding the scope of MIOSS contractor responsibilities for CLASS VIII medical supply management. Is the MIOSS contractor expected to directly handle CLASS VIII resupply procurement and inventory management, or is their responsibility limited to identifying supply needs and notifying the W-TRS contractor who then handles the actual resupply process? | Class VIII medical supplies are the responsibility of the Government and do not involve the Contractor. |
3.4.13 (Training Supplies) | The PWS states that I/Os are responsible for PMCS (daily maintenance), but repair beyond routine maintenance is supported by "Contractor extended service agreements through various OEMs." Please clarify if these extended service agreements are to be established and funded by the MIOSS contractor or if they are already in place through the W-TRS contract. | The service agreements are in place via the W-TRS Contract. |
3.4.2 (MSTC Team Lead Qualification Requirements) | The Team Lead must have "a minimum of 10 years of work experience within the applicable medical scope." Please define what constitutes "applicable medical scope" - does this specifically require combat medic experience, or would civilian paramedic/EMT experience qualify? | The applicable medical scope is the specific medical qulaification (for example NREMT - The Team Lead would have to have a minimum of 10 years experience as an NREMT.) |
3.4.3 (Exceptions and Waivers) | The PWS allows for probationary employment of personnel with at least five years of EMT experience. Is there a limit to how many probationary employees can be employed at a single MSTC location at one time? | No. However, any exception to the requirements for I/Os must be approved by the Contracting Officer and MEDCoE. |
3.4.7 (Training and Instruction Courses) | The PWS mentions "utilization of cadavers in MEDCoE approved POI/curriculums." Please clarify the contractor's responsibilities regarding cadaver procurement, storage, handling, and disposal. | The Contractor does not have any responsibility for cadaver procurement, storage, handling or disposal. |

PWS 2.3.4 Personnel Administration | The Contractor shall provide the following management and support as required. The Contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the PWS requirements. The Contractor shall make necessary travel arrangements for employees. The Contractor shall provide necessary infrastructure to support contract tasks. The Contractor shall comply with all applicable local host-nation and international laws, rules, regulations, and policies. Which initial and refresher training is the contractor required to provide for? (BLS, BLS Inst, ALS, ALS Inst, PALS, PALS Inst, EMT/NRP Refresher, PHTLS etc.) | MEDIC Tables I–VIII; MEDIC Table VIII Validation; Combat Lifesaver (CLS)TCCC Tier 3); All Service Member (ASM / TCCC Tier 1); Basic Life Support (BLS); Heartsaver / AED; TC-3X Train the Trainer; Delayed Evacuation Causality Management (DECM); Advanced Life Support (ALS); Pediatric Advanced Life Support (PALS); Individual First Aid Kit (IFAK); TCCC All Tiers; Comprehensive Medic Training (CMT); Pre-Hospital Trauma Life Support (PHTLS) - Not all inclusive as individual sites may have requirements based on MOS population. |
PWS 2.6 Contract Personnel, Disciplines, and Specialties | The Contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract. Recommend adding certifications throughout the life of the contract. | Recommendation noted. |
PWS 3.1.1 Qualified Personnel/Subject Matter Experts (SMEs) | b) STD: Quality of training and personnel qualification is maintained throughout the performance of the contact. Recommend adding personnel qualification requirements to this STD. | Recommendation noted. |
PWS 3.4.1 MIOSS I/O Qualifications Requirements | c) STD: I/Os shall comply with one of the following requirements: Currently licensed Registered Nurse, Physician Assistant or Physician. Recommend that Nationally Registry Paramedic (NRP) be added for the two paramedic positions. There are very few prior military paramedics with the patient/education experience that can teach the advanced courses. | Recommendation noted. |
PWS 3.4.1 MIOSS I/O Qualifications Requirements | f) STD: The Contractor shall maintain at least two (2) BLS Instructor certified I/Os at each site. Highly recommend that BLS Inst be mandatory for all MSTC contractor staff. There is no way to certify 68W in BLS, given the throughput numbers at most installations. Additionally, the MTN requires the contractor to maintain its own site codes to certify and/or recertify instructors and instructor/trainers and maintain quality assurance. If the instructor isn't aligned with a training center, the MTN will not recognize the certification, and the instructor will need to repeat the instructor courses every two years instead of renewing. If they are not aligned, they can't teach, so no one will let them, and they will not meet the required courses per year. Without this alignment, instructors cannot reach instructor/trainer status. Recommend adding language stating that the contractor must maintain site codes as a Professional Partner with the ARC and have experience managing an active, large instructor pool. | Recommendation noted. |
PWS 3.4.1 MIOSS I/O Qualifications Requirements | g) STD: The Contractor shall maintain at least one (1) Advanced Life Support (ALS) instructor certification at all MSTC location. To conduct ALS training at the MSTC, the MTN requires two (2) instructors/trainers at each location. One must maintain the role of Program Director in addition to Instructor Trainer. To conduct ALS and or PALS training, each MSTC must have BLS site codes first. Recommend language be added to address this in the PWS. | Recommendation noted. |
PWS 3.4.1 MIOSS I/O Qualifications Requirements | h) STD: Provide all services and support services, including as needed administrative support, required to conduct additional re-certification training (BLS, ALS, PHTLS, PALS, IAW 3.4.1) developed by external medical training organizations (The American Red Cross or any future credentialing authority) as approved by the medical proponent. These services include, but are not limited to: • Establish and maintain training site accreditation/affiliation • Provide training certification instruments (cards, certification numbers, for completion of training) • Maintain I/O instructor credentials for courses provided. To conduct PHTLS, the contractor will need to have site codes for the National Association of Emergency Medical Technicians (NAEMT), along with affiliate faculty to certify instructors. Recommend that this language be added to the PWS. 1. Establish and maintain training site affiliations 2. Provide training certification instruments (cards, certification numbers for completion of training) 3. Maintain I/O instructor credentials for the provided courses. Recommend that language be added to support this from comments/recommendations of items e, f, and g. | Recommendation noted. |
PWS 3.4.1 MIOSS I/O Qualifications Requirements | i) STD: The Contractor shall be responsible for the costs associated with the NREMT recertification and instructor cards. If the contractor is required to maintain NREMT certifications, and the cost is applicable, it should be reflected here. Highly recommend adding language stating that the contractor must maintain this certification with their own medical director. Without that, the CMSD Medical Director will be responsible for overseeing contractor certifications should they provide care to any injured or sick person, on or off installation, through NREMT. | Recommendation noted. |

Appendix A, Page 1 - Personnel Staffing and FTE Allocation | The Appendix A table shows 125 total FTEs. Does this represent the base requirement, or should we anticipate additional FTEs for surge, administrative overhead, or team lead positions beyond the 5 FTEs per site? | All functions are included in the total FTE count. There is no funded overage. |
Appendix A, Page 1 - Personnel Staffing and FTE Allocation | Will sites with 2 MSTCs (Ft Bragg, Ft Hood) require separate Team Leads, effectively creating 26 operational units instead of 24? | This is left to the discretion of the Contractor. |
Multiple - Medical Proponent Approval and Coordination | How frequently should the contractor expect to coordinate with the medical proponent for curriculum updates or training validation? | Training materials are online and updated as needed. I/Os access these online training materails daily. The medical proponent routinely communicates updates to the field. |
Section 2.1, Page 7 - Non-Personal Services | ls this contract a Service Contract Act (SCA) FAR 52.222-41? | Yes. |

| Section 3.3, Page 21 - Phase-In and GFI | Will the Government provide training supplies (e.g., medical consumables, simulation supplies, moulage materials) as GFE/GFM, or is the contractor responsible for procurement? | The lifecycle sustainment contractor under the W-TRS Contract is responsible for maintaing the specified training supplies. | ||
Section 2.17, Page 16; Section 3.3.3, Page 24 - Quality Assurance and Quality Control Plan (QCP) | Are there established benchmarks from the current contract (e.g., student pass rates, training hours delivered, equipment uptime) that should be maintained or exceeded? | The requirement is for each MSTC to maintain the capacity for 2500 student throughput annually. |
Section 2.17, Page 16; Section 3.3.3, Page 24 - Quality Assurance and Quality Control Plan (QCP) | How frequently will formal performance assessments occur (monthly, quarterly, annually)? | Assessments occur as noted in the QASP. |
Section 2.3.4.4, Page 8 | ||
| Section 3.3, Page 21 - OCONUS Site-Specific Requirements (Camp Humphreys, Korea; Vilseck, Germany) | What are the Status of Forces Agreement (SOFA) requirements for contractor personnel at Camp Humphreys and Vilseck? | The Government will not provide specific SOFA requirements. The Government will assist with the process as and when appropriate. Further information is available at https://samm.dsca.mil/loanote/status-of-forces-agreement-sofa | ||
Section 2.7.2, Page 10 - Surge Capacity and Operational Tempo | What is the maximum anticipated surge requirement (percentage increase over the baseline 125 FTEs)? | Unknown as it depends on the number of courses/student enrollment levels per occurance. Historically the surge requirement has been minimal.
