About this file
This file is a Questions and Answers document from an Industry Day event for the Army's Military Occupational Specialty-Oriented Skill (MIOSS) Program, compiled by the Department of the Army Materiel Command Contracting Command Orlando. The document addresses inquiries from prospective contractors regarding the upcoming MIOSS contract opportunity and provides clarification on program details, acquisition strategy, and training requirements.
Key details from the Q&A include: live tissue training is utilized in Delayed Evacuation Casualty Management (DECM) courses but cadaver use is being phased out; the MODS (Medical Operations Data System) update is expected to be completed by June 2026 to accommodate updated tables; any resulting requirement changes will be issued as change orders or incorporated at the Task Order level by ACC-Orlando; Industry Day slides and attendee lists will be posted on SAM.gov; the acquisition strategy (Best Value or Lowest Price Technically Acceptable) will be determined within two weeks, with a small business set-aside; past performance will be evaluated during source selection; pricing terms (Cost or Firm Fixed Price) will be disclosed in the draft RFP; and the Government provided a comprehensive list of Training Aids, Devices, Simulators, and Simulations (TADSS) currently sustained across all Military Skills Training Centers (MSTCs), including airway trainers, patient simulators, and casualty management equipment at quantities sufficient to maintain training operations. The turnover rate at Fort Stewart, Georgia is expected to be minimal as instructor/operators are anticipated to remain long-term, and compensation discussions were not held at Industry Day.
