About this opportunity

The Department of the Army Materiel Command Contracting Command Orlando is seeking contractor input on the formulation of a Medical Simulation Training Center (MSTC) Instructor Operator Support Services (MIOSS) contract. The procurement involves providing instructor-operator support services for medical simulation training centers located at Army installations worldwide, including Combat Medic (68W MOS) sustainment training and Tactical Combat Casualty Care (TC3) instruction, as well as operation and maintenance of medical training devices and simulators. The government plans to employ a Trade Off–Best Value contracting approach and is requesting recommendations for evaluation factors that will deliver tangible or intangible benefits, drive operational efficiencies, and ensure contractual and operational flexibility to accommodate evolving medical support requirements. Interested parties must submit written recommendations addressing Section L (Instructions, Conditions, and Notices to Offerors) and Section M (Evaluation Factors for Award) by 10:00 am EST on April 24, 2026, to usarmy.orlando.cpe-st3.mbx.mioss@army.mil with the subject line "Suggestions for Section L&M" and the company name.

This pre-solicitation notice designates the contract as a Total Small Business set-aside. The contractor must provide qualified personnel meeting specific medical credentials, including NREMT EMT certification or higher, BLS certification, former 68W/18D NCO experience or equivalent, and current medical licensing where applicable, with minimum staffing requirements of at least two BLS Instructor-certified instructor-operators and one ALS instructor-certified personnel at each site. The contract requires support for a projected minimum annual throughput of 2,500 Combat Medic students per site across multiple MSTC locations worldwide, and the contractor must establish Associate Contractor Agreements with the Warfighter Training Readiness Solutions (W-TRS) maintainer within three months of contract award. No specific award value or budget range is disclosed in this pre-solicitation notice, and no potential incumbent contractor is identified. This pre-solicitation is issued for planning purposes only and does not constitute a commitment to procure services; the government will synopsize any formal solicitation on established procurement platforms.
