About this opportunity

The U.S. Army Corps of Engineers (USACE) Norfolk District is hosting an Industry Day event on February 4, 2025, for the Norfolk Coastal Storm Risk Management (CSRM) Phase 1A Construction Project. The event will be held both in-person at the USACE Norfolk District Building in Norfolk, VA, and virtually, targeting large and small business contractors interested in upcoming construction opportunities. The Industry Day is designed to provide detailed information about the CSRM program, specifically focusing on Phase 1A contracts, and will include presentations and a live Q&A session. This event represents a critical engagement point for potential contractors to learn about the project's scope, structure, and upcoming solicitation opportunities. The Norfolk CSRM Phase 1A project is a significant infrastructure development aimed at enhancing flood protection in downtown Norfolk.

Contractors interested in participating must RSVP by January 30, 2025, through Eventbrite, with questions to be submitted by January 24, 2025, to the Contract Specialist and Contracting Officer. The project encompasses multiple contract opportunities, including a Single Award Task Order Construction Contract (SATOC) for floodwall construction valued at $250-300 million, and separate Design-Build and Design-Bid-Build contracts for pump stations. Eligible contractors include both large and small businesses, with the solicitation using a two-phase approach under FAR 36.3 and evaluation factors such as Management Approach, Past Performance, Technical Approach, and Small Business Participation. Key project components include constructing floodwalls, tide gates, gate closures, living shoreline features, and pump stations, with funding sources including the Bipartisan Infrastructure Law, Construction General Federal funding, and City of Norfolk funding. A Project Labor Agreement will be mandatory for contracts exceeding $35 million, and various environmental permits will be required for project execution.
