The contract will support U.S. Army Active Duty, Reserves, National Guard, and Foreign Military Sales countries at both continental U.S. and overseas locations.
The primary purpose of this Special Notice is to solicit industry feedback on the draft contract scope language to help refine the final RFP, with the government planning to release the RFP in the first quarter of fiscal year 2026. Contractors must submit questions and feedback by September 30, 2025, via email to specified government contacts using a structured format with questions organized by document section and labeled appropriately. Eligible contractors must possess a SECRET Facility Clearance, be registered in the System for Award Management (SAM), and demonstrate responsibility under Federal Acquisition Regulation Part 9.104. The contract opportunity encompasses comprehensive logistic services including field service representatives, maintenance teams, modification work orders, total package fielding, new equipment training, and de-processing services. Evaluation will be based on three factors with past performance being most important, followed by cost/price, and small business participation as the least important factor, with specific goals for various small business categories participation.
