About this opportunity

The U.S. Army Corps of Engineers (USACE), Portland District has issued a Special Notice announcing a virtual industry event for a significant design-build project at the Department of Veterans Affairs' Southern Oregon Rehabilitation Center & Clinics (SORCC) in White City, Oregon. The project involves new construction of Buildings 300 and 301, seismic upgrade and renovation of Building 201, and associated demolition activities. Originally constructed in 1942 as a WWII training facility, the SORCC campus requires substantial infrastructure improvements to address inadequate seismic force-resistance in its existing structures. The project will be executed through two separate design-build construction acquisition packages, with Package 1 capturing the primary and most significant portions of the work. The facility serves as a multi-faceted medical center providing a wide range of services and requires comprehensive modernization.

The primary objective of this Special Notice is to host a virtual one-hour industry event on April 17, 2025, to provide project updates and gather industry input regarding construction risks, capabilities, and strategies. Interested firms must submit an email request to the designated points of contact (Amy Culhane and Nicole Adams) by April 11, 2025, at 5:00 PM PDT, including their firm name, CAGE code, and intended project role. Participation is open to all interested parties, including prime contractors and subcontractors, though the government emphasizes that this notice does not obligate them to award a contract. The virtual meeting will include a presentation, and participants will be asked to complete a questionnaire whose responses may inform solicitation development. No reimbursement will be provided for participation, and the government reserves the right to use submitted information as deemed necessary. The estimated contract value ranges between $100-250 million, with a target contract award in Q1 FY27, focusing on full and open competition using best value, trade-off source selection procedures.
