About this file
These are presentation slides for an Industry Day event by the U.S. Army Corps of Engineers (USACE) Portland District regarding seismic upgrade projects at the Southern Oregon Rehabilitation Center and Clinics (SORCC) in White City, Oregon. The project is divided into two construction packages, with the current solicitation focusing on Package 1, which involves constructing new support and medical buildings (B300 and B301 totaling 190,300 GSF), demolishing existing buildings and corridors (62,100 GSF), and creating a new surface parking lot with 188 spaces. The acquisition will be a two-phase design-build process using full and open competition with best value, trade-off source selection procedures, resulting in a firm-fixed-price contract estimated between $100-250 million. Key timeline milestones include Phase 1 advertisement in 1Q FY26, Phase 2 down-select in 2Q FY26, and contract award targeted for Q1 FY27, with the project funded through seismic funding and identified as a high priority for the Veterans Affairs (VA).

The RFP is written to supplement the TIL and clearly define the requirements of the project. Additional to the joint review of the RFP, the VA Master Specifications have been converted to Specsintact and a project-tailored PG 18-15 Volume DB is being provided with the RFP.
Market Conditions – The RFP allows for payment of materials delivered off-site.
Differing Site Conditions – The RFP includes a comprehensive hazardous material survey, civil survey, and Geotechnical Baseline report for bidding.
Environmental – A finding of no significant impacts was determined for this project and the full environmental assessment and requirements are included within the RFP.
Schedule – The team is considering including an early delivery incentive in the contract and is requesting industry input on applying the incentive in the survey questions.
