About this opportunity

The Department of the Army Materiel Command Joint Munitions Command, through McAlester Army Ammunition Plant, solicits innovative commercial solutions for industrial stormwater and wastewater containment systems under a Commercial Solutions Opening, with Phase 1 submissions due June 10, 2026 and questions due May 22, 2026.

This procurement is conducted under DFARS Subpart 212.70 and FAR Part 12 Commercial Item Procedures, permitting streamlined acquisition of commercial items from both traditional and non-traditional defense contractors. Awards will be executed as Firm-Fixed-Price contracts or Other Transaction Agreements with a 10-year ceiling. Place of performance is McAlester Army Ammunition Plant, Oklahoma.

The required solution must deliver a minimum of four tanks, each with 16,760-gallon capacity, fitting a maximum footprint of 50 feet by 9 feet per tank, with delivery within 16 weeks or less. Each system requires secondary containment capable of holding 110 percent of the largest tank's volume, high-level alarms set to 90 percent, visible liquid level gauges, leak detection sensors, manual lockable drainage valves, and internal epoxy or phenolic corrosion-resistant linings. Solutions must be easily transportable and reconfigurable on-site and provide Class II wastewater secondary containment compliant with AR 200-1 and the Clean Water Act.

The two-phase evaluation process begins with Phase 1 requiring a one-page coversheet, one-page quad chart (addressing solution description, benefits and challenges, availability and scalability, and rough order of magnitude pricing with schedule), and commercial specification sheets. Phase 2, by invitation only, requires selected vendors to submit within 15 calendar days a comprehensive proposal including Statement of Work, detailed firm-fixed pricing, technical specifications with engineering drawings, regulatory compliance matrix, and logistics plan. Submissions must be unclassified, virus-scanned, and submitted via email in PDF, Word, or PowerPoint format (maximum 10MB). Offerors must be registered and active in SAM.gov at submission. The NAICS code is 562219, Other Nonhazardous Waste Treatment and Disposal; PSC is 5430, Storage Tanks. Primary contact is Darla Lott, Contracting Officer.

Notice text

Through this CSO, the Army aims to identify and adopt innovative commercial solutions that accelerate the integration of advanced manufacturing technologies, enable secure and connected digital environments, and promote sustainable practices. The goal is to create a more agile, resilient, and technologically advanced industrial base that meets current and future operational demands while ensuring compliance with DoD standards for cybersecurity, sustainability, and readiness.

This CSO will utilize a solicitation process authorized by DFARS Subpart 212.70. Under this CSO, the DoD will be allowed to competitively procure innovative commercial items, technologies, and services. CSO procedures provide a streamlined acquisition process and simplified contract/agreement terms resulting in agreements or FAR-based contracts awarded under Part 12 Commercial Item Procedures. Both traditional and non-traditional defense contractors may be awarded contracts/agreements under this CSO. Under a CSO, DoD Contracting/Agreements Officers may competitively select proposals received in response to a general competitive solicitation, similar to a BAA, based on a review of proposals by scientific, technological, or other subject matter experts.
