4. Selection Strategy (Phased Approach)

This CSO utilizes a two-phased evaluation process to minimize the burden on vendors while ensuring the government identifies the most viable solutions. The Government will not reimburse costs associated with any submission.

Phase 1: Solution Summary

Vendors will submit a concise Quad Chart detailing their technical approach and proposed business/acquisition model along with a commercial specification sheet. The government will evaluate these submissions to determine if the proposed solution merits further consideration. Only vendors whose Phase 1 submissions are deemed highly viable will be invited to participate in Phase 2.

Phase 2: Statement of Work/ Performance Work Statement and Price Format & Negotiations:

(By Invitation Only) Upon notification from the Contracting Officer, selected offeror(s) will have fifteen (15) calendar days to prepare and submit a proposal as outlined in SECTION 5.2. During Phase 2, the Government reserves the right to negotiate the terms of the scope, Intellectual Property/Data Rights, and final Price prior to executing an award.

5. Submission Instructions

5.1 Phase 1 Submission:

Interested vendors shall submit a Phase 1 Solution Summary consisting of a 1-page Quad Chart, and Commercial Specification Sheets. Vendors may also include standard commercial product specification sheets.

A. Coversheet (1 Page)

Vendors must submit a single coversheet including Company profile, CAGE Code, and 1-2 examples of similar heavy-industry or DoD deployments.

B. Quad Chart (1 Page) Vendors must submit a 1-page Quad Chart formatted with the following quadrants:

• Top Left (Solution Description): Overview of solution proposed; description of implementation approach

• Bottom Left (Benefits and Challenges): Brief statements addressing the advantages and challenges associated with the proposed solution.

• Top Right (Availability and Scalability): Description of the lifecycle progression and scalability of the proposed solution.

• Bottom Right (ROM & Schedule): Rough Order of Magnitude (ROM) for 4 tanks and deliverable milestones and dates.

C. Commercial Spec Sheets Vendors are strongly encouraged to attach standard commercial product specification sheets, "cut sheets," or brochures detailing the physical dimensions, materials, and safety mechanisms of their proposed containment systems. These attachments do not count against the page/slide limits of the Solution Summary.

5.2 Phase 2: Full Proposal Request (invitation only)

If the Government determines a Phase 1 Solution Summary has merit, the vendor will be formally invited to submit a Phase 2 Full Proposal.

Do not submit Phase 2 materials unless explicitly requested.

The Phase 2 proposal serves as the baseline for negotiations. A Phase 2 request will require comprehensive documentation to support a contract award, including but not limited to:

• Statement of Work (SOW): The Offeror shall submit SOW detailing the delivery, installation, compliance mechanisms, maintenance responsibilities (if applicable), and execution of the proposed acquisition model.

• Pricing Detail: A Firm-Fixed Price (FFP) submission detailing granular pricing for equipment, delivery, installation, and any specific relevant terms.

• Detailed Technical Specifications: Engineering drawings proving material standards, dimensions, type, safety features, handling, and specialized options.

• Regulatory Compliance Matrix: Point-by-point evidence showing how the solution satisfies environmental and secondary containment regulations.

• Logistics Plan: Transportation, site delivery, and setup procedures at the MCAAP secure facility.

6. EVALUATION AND SELECTION PROCESS

The Government will utilize a two-phased evaluation approach. Submissions will not be evaluated against each other, but rather on their own individual merit and relevance to the MCAAP requirement. The evaluation will be conducted by a panel of Government subject matter experts. The Government may employ Al as a tool to assist in the analysis and review of offeror proposals.

6.1 PHASE 1: SOLUTION SUMMARY

The Government will evaluate Phase 1 Solution Summary (consisting of the Cover Sheet, Quad Chart, and Commercial Specification Sheets) to determine whether the proposed concept warrants a request for a Phase 2 Full Proposal. Phase 1 submissions will not be evaluated against each other, but rather on their own individual merit and relevance to the MCAAP requirement. The evaluation will be conducted by a panel of Government subject matter experts.

Phase 1 submissions will be evaluated holistically based on the following primary criteria:

• Technical Merit and Innovation: The Government will assess the technical viability of the proposed solution through review of the submitted briefs and commercial specification sheets. Evaluators will verify the solution's ability to meet the minimum parameters outlined in Section 3. Furthermore, the Government will evaluate the innovative nature of the proposed commercial acquisition/business model and its effectiveness.

• Importance to Agency Programs: The Government will evaluate the potential impact of the solution on MCAAP’s operational readiness and environmental compliance posture. This includes assessing the system's mobility, adaptability, and operational footprint within a secure ammunition plant environment.

• Financial Feasibility: The Government will review the submitted Rough Order of Magnitude (ROM) to determine if the estimated costs are realistic for the proposed technical approach, and whether sufficient funding is available, or likely to become available, to execute the proposed business model.

6.2 PHASE 2: FULL PROPOSAL EVALUATION (IF INVITED)

Only vendors whose Phase 1 Solution Summaries are determined to possess sufficient merit will be formally invited to submit a Phase 2 Full Proposal.

Interactive Evaluation Process: The Government intends to utilize a highly interactive evaluation process during Phase 2. The Government reserves the right to engage in communications, request proposal revisions, and negotiate the Offeror's draft SOW, technical approach, terms, and pricing. The goal of these negotiations is to ensure the final agreement is technically acceptable, effectively mitigates risk, and represents a fair and reasonable value to the Government.

Phase 2 Full Proposals will be evaluated across the following primary criteria:

• Technical Approach and Risk: The Government will evaluate the vendor’s draft PWS to assess how well it defines the scope of work, delineates Government versus Contractor responsibilities, and meets the overarching objectives of the problem statement. Additionally, the Government will review the submitted engineering specifications and regulatory compliance matrix to ensure structural integrity and the efficacy of the proposed safety/monitoring mechanisms.

• Price Reasonableness: The Government will evaluate the initial Firm-Fixed-Price (FFP) submission. Through evaluation and potential negotiation, the Contracting Officer must determine that the final agreed-upon prices are fair and reasonable pursuant to applicable commercial pricing guidelines. The Government will evaluate the total lifecycle cost and the specific mechanics of ownership transfer as needed.

• Execution, Schedule, and Logistics: The Government will assess the vendor’s proposed execution and logistics plan. This includes evaluating the feasibility of the proposed delivery timeline, site preparation requirements, and adherence to DoW installation security protocols.

6.3 SELECTION AND AWARD

The Government will notify vendors in writing whether their Phase 1 submission was selected to proceed to Phase 2. The decision to select a Solution Summary for Phase 2, or to award a contract following Phase 2, is at the sole discretion of the Government.

The Government reserves the right to award a contract to the vendor(s) whose proposal offers the greatest overall value and innovative benefit to MCAAP, price and other factors considered. Additionally, the Government reserves the flexibility to make multiple awards or no award under this CSO.
