About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking contractors to provide Industrial Process Waste (IPW) Cleaning services at Robins Air Force Base, Georgia, including the cleaning and maintenance of specialized aircraft depot maintenance equipment such as paint facilities, plating and rinse tanks, degreasers, sanding booths, and various other industrial equipment that produces hazardous residues contaminated with heavy metals, cadmium, and chromium. The primary contract requirements include demonstrating expertise in hazardous waste handling, confined space entry, OSHA compliance, and employee safety training, with the ability to respond immediately to spill mitigation emergencies within 24-48 hours and properly contain, package, label, and transport all hazardous waste to the on-base Hazardous Waste Processing Facility. Contractors must submit capability responses to the Contractor Capability Survey by close of business on March 8, 2026, with the formal solicitation due date set for March 9, 2026. The evaluation will focus on contractor experience with similar complexity projects and demonstrated capabilities in environmental compliance and safety protocols. The proposed NAICS code is 562211 (Hazardous Waste Treatment and Disposal), and small business responses are particularly encouraged with consideration of teaming arrangements and work suitable for small business set-asides.
This pre-solicitation notice carries no mandatory set-aside designation, though the government will thoroughly analyze small business responses to determine the final contracting strategy. The contract structure is anticipated as a five-year service agreement consisting of one basic year plus four optional one-year renewals. No incumbent contractor information or specific award value has been disclosed in the pre-solicitation materials. Work shall normally occur between 12:00 p.m. and 6:00 p.m. Eastern Standard Time, Monday through Sunday, with owl shifts permitted from 12:00 a.m. to 8:30 a.m. for pre-shift equipment cleaning. Contractors must provide comprehensive personnel, equipment, tools, materials, and supervision, maintain all required certifications including OSHA HAZWOPER certification and Environmental Management System training, and meet zero-tolerance safety standards with no Class A or B mishaps permitted.
Notice text
Equipment to be cleaned is used for aircraft programmed depot maintenance operations. It includes paint facilities (booths and bays), plating and rinse tanks, degreasers, sanding booths, robotic equipment and room, metal band saw, trench drains, paint stripping booth, storm drains, floor recovery systems, vacuum systems, grit blast system, parts cleaner, air flow tunnels and vent plenum drain screens, stripping bay, water wash grinding booths and dust collectors.
Many of the industrial equipment processes produce hazardous residue and waste. We have sanding booths, grinding booths, and paint booths that need filter change-outs that may be contaminated with heavy metals, plating tanks that require charging with new chemicals, extraction of chemicals, cleaning, and wiping free of residues, industrial waste trench drains and air tunnels that need to be cleaned, and equipment that needs cleaning and wiping down. The plating tanks we have are for chemical mill, etching, chrome, various acids, stripping, degreasing, and rinse. These equipment cleaning services require proper containment (packaging and labeling) and transportation of hazardous waste to the Hazardous Waste Processing Facility on Robins AFB, GA.
