About this file

This is a Sources Sought Synopsis for Industrial Process Waste (IPW) Cleaning services at Robins Air Force Base, Georgia. The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research to identify potential contractors with expertise in cleaning aircraft industrial plant equipment and facilities used for aircraft programmed depot maintenance operations. The scope includes paint facilities (booths and bays), plating and rinse tanks, degreasers, sanding booths, robotic equipment, metal band saws, trench drains, paint stripping booths, storm drains, floor recovery systems, vacuum systems, grit blast systems, parts cleaners, air flow tunnels, vent plenum drain screens, stripping bays, water wash grinding booths, and dust collectors. Many of these industrial processes produce hazardous residues and waste contaminated with heavy metals, cadmium, and chromium requiring proper containment, packaging, labeling, and transportation to the Hazardous Waste Processing Facility on Robins AFB.

The acquisition strategy involves a five-year service contract consisting of a basic year plus four one-year options. Responses to the Contractor Capability Survey must be submitted by close of business on March 8, 2026, to Teresa Duval (teresa.duval@us.af.mil) or Jania Clater (jania.clater@us.af.mil). The government has not made a set-aside decision; however, small business responses will be thoroughly analyzed to determine final contracting strategy. Respondents must demonstrate capabilities in hazardous waste handling, confined space entry, OSHA compliance, employee safety training, immediate/emergency response to spill mitigation (24-48 hours), and experience with similar complexity projects. The proposed NAICS code is 562211 (Hazardous Waste Treatment and Disposal). Small business respondents are encouraged to provide evidence of teaming arrangements or identify portions of work suitable for small business set-aside. Participation in this market survey does not guarantee future solicitation or contract award participation, and the government will not reimburse survey participation expenses.

REQUIREMENTS DESCRIPTION

Industrial Process Waste Cleaning (IPW)

PURPOSE/DESCRIPTION

The Government is conducting market search to identify potential sources that possess the expertise, capabilities, and experience to perform required cleaning of Aircraft Industrial Plant equipment/facilities as part of the equipment’s regular preventive maintenance located at Robins Air Base (AFB), GA. Our acquisition strategy is a five-year service contract consisting of a basic year plus four one-year option.

Equipment to be cleaned is used for aircraft programmed depot maintenance operations. It includes paint facilities (booths and bays), plating and rinse tanks, degreasers, sanding booths, robotic equipment and room, metal band saw, trench drains, paint stripping booth, storm drains, floor recovery systems, vacuum systems, grit blast system, parts cleaner, air flow tunnels and vent plenum drain screens, stripping bay, water wash grinding booths and dust collectors.

Many of the industrial equipment processes produce hazardous residue and waste. We have sanding booths, grinding booths, and paint booths that need filter change-outs that may be contaminated with heavy metals, plating tanks that require charging with new chemicals, extraction of chemicals, cleaning, and wiping free of residues, industrial waste trench drains and air tunnels that need to be cleaned, and equipment that needs cleaning and wiping down. The plating tanks we have are for chemical mill, etching, chrome, various acids, stripping, degreasing, and rinse. These equipment cleaning services require proper containment (packaging and labeling) and transportation of hazardous waste to the Hazardous Waste Processing Facility on Robins AFB, GA.

NOTE: Please see attached Performance Work Statement and Appendix 1(Draft) for additional details. Please note this isn’t a complete list of tasks. The complete updated list is to be provided upon formal solicitation and/or contract award.
