The North Carolina Army National Guard seeks industrial hygiene surveys at seven Army National Guard maintenance facilities in Southwest North Carolina, with quotes due June 8, 2026. The procurement is set aside for total small business concerns under NAICS 541620 (Environmental Consulting Services).
Place of performance spans seven facilities: Field Maintenance Shops (FMS) in Winston Salem, Asheville, Lenoir, Charlotte, Concord, and McLeansville, and Army Aviation Support Facility (AASF) in Salisbury, North Carolina. The contract period runs from July 1, 2026 through December 30, 2026, with a 90-calendar-day requirement to schedule initial site visits and a 210-calendar-day requirement from survey date to complete all work including report submission.
Field personnel must possess at least three years of industrial hygiene survey experience in ARNG facilities or hold a bachelor's degree in chemistry, physics, medical/biological/physical science, or related engineering. A Board for Global EHS Credentialing Certified Industrial Hygienist (CIH) is required to approve all field work and reports. Each facility comprises a separate line item priced per job. Quotations must include pricing for all line items, a technical proposal addressing plan of execution with reports and deliverables, a timeline for services and report delivery, and points of contact. Past performance submissions are limited to two pages and should address current contact information, scope of work, contract number, and completion dates. Vendors must be registered and active in SAM.gov at quotation submission and award. Award will be made to the responsible offeror representing best value using streamlined comparative trade-off evaluation considering price, technical merit, and past performance. Service Contract Act prevailing wage determinations apply across the five applicable North Carolina county regions, effective May 13, 2026. Only FOB Destination delivery terms are accepted, with shipping and freight costs included in unit pricing.
