About this opportunity
The Department of the Army North Carolina Army National Guard seeks industrial hygiene survey services at six maintenance facilities across North Carolina, with quotations due June 4. The procurement is a total small business set-aside under NAICS 541620 (Environmental Consulting Services), with a $47 million size standard.
Place of performance spans six facilities: MATES Fort Bragg, RSTM Fort Bragg, FMS#11 Fayetteville, FMS#18 Kinston, FMS#19 Windsor, and FMS#17 Wilmington. Each facility constitutes a separate priced line item. The performance period runs from July 1 through December 30, 2026, with a 90-day scheduling window from contract award and a 210-day maximum completion window from survey date.
Fieldwork requires personnel with at least three years of industrial hygiene survey experience in Army National Guard maintenance facilities or a bachelor's, master's, or doctoral degree in chemistry, physics, medical/biological sciences, or related engineering. A Board for Global EHS Credentialing Certified Industrial Hygienist (CIH) must approve all field work and reports. All contractor personnel must complete awareness training, iWATCH training, and OPSEC training, and obtain proper installation access and required security clearances. No travel expenses will be reimbursed, and telework is prohibited.
Survey scope includes developing a sample strategy plan, investigating hazardous processes, evaluating Army and OSHA programs, documenting controls, evaluating ventilation systems, performing air sampling for painting, grinding, and welding operations, conducting noise dosimetry on 50 percent of personnel per work area (100 percent for facilities with 20 or fewer employees), completing DD Form 2214 noise surveys, and conducting illumination investigations. Draft reports are due within four weeks of survey completion; final reports must be submitted within two weeks of receiving comments, not to exceed 90 days from survey date, with 67 percent of final reports required no later than 60 days from the end of performance.
Service Contract Act prevailing wage determinations apply across multiple North Carolina counties (WD 2015-4377, 4397, 4401, and 4409, effective May 13, 2026). Evaluation criteria are streamlined comparative trade-off based on past performance, technical capability, and price. Vendors must be registered and active in SAM.gov at quotation submission and award.
