About this file

This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor Employment Standards Administration for North Carolina Counties of Cumberland and Hoke (Wage Determination No. 2015-4377, Revision 31, dated 5/13/2026).

The document establishes prevailing wage rates and fringe benefits for service contract employees across numerous occupational classifications. Wage rates range from $11.81 per hour for laundry and dry-cleaning positions to $50.35 per hour for specialized instructional occupations such as air crew training device instructors (pilot). The determination covers diverse job categories including administrative support, clerical, health occupations, information technology, technical occupations, transportation/mobile equipment operation, and miscellaneous occupations. All listed occupations receive health and welfare benefits of $5.55 per hour (up to 40 hours per week, or $222.00 per week/$962.00 per month) or alternatively $5.09 per hour under Executive Order 13786 ($283.60 per week/$882.27 per month). Additional benefits include two weeks of paid vacation after one year of service, three weeks after eight years, and four weeks after 20 years; a minimum of eleven paid holidays annually; and hazardous duty pay differentials of either eight or four percent for employees working with explosives, ordnance, or hazardous materials. Special provisions address exempt computer professionals, air traffic controllers and weather observers receiving night and Sunday pay premiums, uniform allowances, and the conformance process for occupations not specifically listed, which requires contractor submission to the Wage and Hour Division for authorization.
