About this opportunity
The USDA Food Safety and Inspection Service is seeking to establish a single-award Firm-Fixed Price Blanket Purchase Agreement for the procurement of industrial gases to support three laboratory facilities. The contract will provide ultra-high purity gases including Argon, Helium, Nitrogen, Oxygen, Hydrogen, Methane, Compressed Air, and Blood Gas on both routine and emergency basis. Contractors must demonstrate capabilities in gas quality assurance, reliable delivery systems, tank leasing services, safety compliance, and relevant past performance experience. The evaluation will be conducted using a best-value tradeoff methodology, with technical factors weighted as significantly more important than price considerations. Proposals are due by August 27, 2025, at 2:00 PM EST, and submitted quotes must remain valid for a 90-day period following the submission deadline.
This solicitation is designated as a small business set-aside under NAICS code 325120 (Industrial Gas Manufacturing) with a size standard of 1,200 employees, and no current incumbent contractors are identified in the documentation. While specific contract values are not disclosed, the agreement will span a five-year performance period from September 12, 2025, through September 11, 2030. The contract will serve three distinct laboratory locations: the Eastern Laboratory in Athens, Georgia; the Midwestern Laboratory in St. Louis, Missouri; and the Western Laboratory in Albany, California. Delivery requirements vary by location and gas type, with schedules ranging from weekly to annual deliveries, and emergency orders must be fulfilled within 24-48 hours. Performance will occur across the United States, with the contractor responsible for managing complex logistics to ensure uninterrupted gas supply to all three laboratory facilities.
Notice text
The Government intends to establish a single-award Firm-Fixed Price (FFP) Blanket Purchase Agreements (BPAs) as a result of this solicitation, in accordance with FAR 13. This BPA will be used to furnish the Eastern Laboratory (EL), Midwestern Laboratory (ML), and Western Laboratory with industrial gases.
The Government anticipates recurring requirements for Argon, Helium, Nitrogen, Oxygen, Hydrogen, Methane, Compressed Air, and Blood Gas on a routine and emergency basis. The use of a BPA will allow the Government to place firm-fixed-price Call Orders for specific industrial gases over the term of the agreement.
Estimated Period of Performance: 9/12/2025 - 9/11/2030
