About this opportunity

The Department of the Air Force Materiel Command Test Center at Edwards Air Force Base seeks industrial floor scrubber maintenance services via a Basic Ordering Agreement with quotes due July 22, 2026. This is a 100 percent Total Small Business set-aside; NAICS code 811310 carries a $12,500,000 size standard.

Place of performance is Edwards AFB, California. Work comprises quarterly preventative maintenance (CLIN 0001) for up to 27 floor scrubbers (primarily Tennant and Nobles equipment) and reactive over-and-above maintenance (CLIN 0002) with an annual budget cap of $82,000. The BOA runs five years (July 1, 2026 through June 30, 2031) with a ceiling of $999,999; no individual task order may exceed $82,000. Quarterly maintenance includes fluid and filter checks, battery system maintenance, mechanical and scrubber parts inspection and adjustment, HVAC diagnostics for enclosed cabs, hydraulic and electrical systems diagnostics, safety device verification, and post-maintenance testing. All replacement parts must be original equipment manufacturer parts. The contractor furnishes all personnel, equipment, supplies, tools, materials, and supervision at no additional cost except water and electricity provided by the government. Work is performed 0700–1600 hours Monday through Friday, excluding federal holidays, with scheduling coordinated five business days in advance.

All contractor employees require criminal history background checks, Defense Biometric Identification System base access credentials, and Antiterrorism Level I awareness training. The contractor must comply with CMMC 2.0 Level 1 certification and submit a Safety and Health Plan within 30 business days of award. Evaluation uses three factors: Technical Capability (Acceptable/Unacceptable), Past Performance (five-point scale from Exceptional to Unsatisfactory), and Price. Non-cost factors are weighted more heavily than price; vendors with no past performance receive a Neutral/Not Applicable rating and are not disqualified. Technical submissions are limited to 25 pages. Pricing must be firm fixed for 90 calendar days and remain valid for five years with annual updates. The most recent Statement of Work amendment (Attachment 1, dated July 15, 2026) clarified CLIN 0001 routine maintenance requirements.
