Statement of Work Summary: Industrial Floor Scrubbers Maintenance
This is a Statement of Work (SOW) for a nonpersonal services Basic Ordering Agreement (BOA) issued by the 412th Maintenance Group at Edwards Air Force Base, California, effective July 15, 2026. The contractor shall provide routine maintenance and repair services for up to 27 floor scrubbers (primarily Tennant and Nobles brand equipment) on a quarterly basis. The agreement covers two primary contract line items: CLIN 0001 for Quarterly Routine Maintenance and CLIN 0002 for Reactive Service/Over and Above (O&A) Maintenance, with an annual O&A expenditure ceiling of $82,000. The contractor must provide all personnel, equipment, supplies, tools, materials, and supervision necessary to perform the work at no additional cost to the government, except for water and electricity provided by the government.
Quarterly maintenance tasks include general fluid and filter checks, battery system maintenance, mechanical and scrubber parts inspection and adjustment, HVAC system testing for enclosed cabs, hydraulic and electrical systems diagnostics, safety device verification, and post-maintenance equipment testing. All replacement parts must be original equipment manufacturer (OEM) parts. Work is scheduled between 0700 and 1600 hours, Monday through Friday, excluding federal holidays, with scheduling subject to Force Protection and Health Protection Condition impacts. O&A work requests must be submitted within five days of identification and follow a tiered approval process: Government Program Manager approval for estimates up to $2,500 and Contracting Officer approval for estimates exceeding $2,500. Appendix 2 provides pre-negotiated pricing for common O&A services and materials by equipment model. The contractor is responsible for quality control, tool control/FOD prevention due to proximity to the flightline, compliance with all safety and environmental regulations, base access requirements including background checks and antiterrorism awareness training, and proper waste disposal.

2.2.3. Government Review Criteria
The GPM and/or CO will validate the Work Request to ensure:
• The task qualifies as O&A and is not covered elsewhere in the agreement.
• The work description is clear, with instructions for repair, replacement, or disposal.
• The project timeline, including start/completion dates and inspection criteria, is clearly defined.

8 General Requirements:
8.1 Tool Control/ FOD Prevention
Due to the proximity to maintenance hangars and the flightline, stringent tool and waste control measures are mandatory. This proximity to active aircraft operations elevates the risk of tool or waste-related incidents, including potential damage to aircraft through Foreign Object Debris (FOD) ingestion or structural impact, injury to personnel from debris hazards, costly operational disruptions caused by tool searches or aircraft repairs, and overall mission impacts. Strict adherence to FOD prevention protocols is therefore essential, with protocols including tool control, housekeeping, FOD walks, and waste management. All tools must be always accounted for and can never be left unattended.

They must also ensure that all documents, reports produced by contractors and formal or informal correspondence are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor employees shall be required to wear badges or other visible identification for meetings with Government personnel.

This includes, but is not limited to, ensuring all personnel utilize the appropriate required Personal Protective Equipment (PPE) as dictated by the relevant safety regulations. Non-Compliance with these safety requirements, including failure to utilize prescribed PPE, will result in immediate removal from the project site. Re-entry will only be permitted upon demonstration of full compliance with all safety regulations, including the proper donning of the required PPE. Repeated instances of non-compliance may result in further disciplinary action, up to and including agreement termination.
9.2 Health and Safety on Government Installations
