About this opportunity

The Federal Emergency Management Agency (FEMA) is seeking to modernize its Individual Assistance Program through the procurement of integrated technology solutions to replace over 25 legacy systems, some dating back to the 1990s, that currently deliver disaster survivor assistance services. This pre-solicitation notice represents a comprehensive technology modernization effort aimed at creating a seamless, scalable, and secure platform capable of supporting millions of disaster survivors simultaneously through improved registration processes, case management, inspections, and communication channels. Key requirements include FedRAMP Moderate/High security compliance, support for up to 10,000 concurrent users during disaster periods, AI-enabled omnichannel support, multilingual capabilities (English/Spanish), and event-based architecture that maintains survivor data across multiple disaster events. The evaluation will focus on vendors' solution approaches, technical architectures, project management methodologies, and their ability to meet FEMA's modernization requirements through custom, commercial off-the-shelf, or hybrid solutions. The response deadline for this Request for Information (RFI) was July 3, 2025, with vendors required to submit 40-page PDF responses addressing seven key questions about their proposed solutions.

This procurement opportunity does not include any set-aside designations, making it available to all qualified contractors regardless of size or socioeconomic status. The solicitation documents do not identify any current incumbents or existing contractors for the Individual Assistance Program systems being replaced. While specific award values or budget ranges are not disclosed in the pre-solicitation materials, vendors are required to provide rough order of magnitude cost estimates as part of their RFI responses. The technical architecture diagrams reveal the complexity of the current system ecosystem, including major platforms such as NEMIS-IA (National Emergency Management Information System), SOAR (Survivor Online Application & Resources Portal), HOMES (Housing Operations Management Enterprise System), and the FEMA Dex Data Lake infrastructure. The modernization effort encompasses 11 distinct use cases covering system architecture, registration, call center management, home inspections, case updates, and information sharing with partners, indicating a comprehensive transformation of FEMA's disaster response technology infrastructure.

Notice text

The Federal Emergency Management Agency (FEMA) offers a variety of services and/or financial assistance to Disaster Survivors in the aftermath of an emergency or disaster. Together, these make up FEMA's Individual Assistance Program. The Individual Assistance Program is presently delivered through more than 25 different systems, applications, and services with some of the technology dating back to the 1990s. The current technology ecosystem does not allow FEMA to deliver the seamless, integrated, modern experience that Americans have come to expect from private sector companies. Additionally, many of FEMA’s processes rely heavily on human capital and have opportunities for efficiency improvements. With an increasing number of disasters impacting more and more people and building on lessons learned from previous disasters, FEMA is seeking to upgrade, modernize, and integrate the technology that enables delivery of Individual Assistance to survivors.
