About this opportunity
The Bureau of Reclamation is seeking qualified American Sign Language (ASL) interpreters to establish a single-award Blanket Purchase Agreement (BPA) for interpreting services to support Deaf and Hard-of-Hearing Federal employees. The primary requirement is that interpreters possess advanced expertise in Science, Technology, Engineering, and Mathematics (STEM) disciplines, with proficiency in technical vocabulary related to engineering, physical sciences, water delivery systems, and environmental compliance. The solicitation encompasses both in-person and video remote interpreting services with pricing evaluated based on hourly rates across multiple notice period categories: more than 5 workdays (weighted 80%), 2-4 workdays (weighted 10%), and less than 2 workdays (weighted 10%). Estimated annual hours are 1,060 for in-person interpreting and 50 hours for virtual interpreting. The original proposal due date was November 18, 2025; however, the solicitation was suspended due to a government shutdown, with Amendment 0002 issued on November 18, 2025, canceling the RFQ due to challenges resulting from the shutdown and requiring acknowledgment from interested parties.
This solicitation is designated as a 100% small business set-aside with no identified current incumbents or contractors. The total contract ceiling is valued at $4,500,000 over a five-year period, consisting of a base year plus four optional one-year extension periods. The primary place of performance is the Denver Federal Center in Colorado with a 50-mile local travel radius; however, services may also be required at various Reclamation facilities nationwide, including hydropower and water delivery sites. The contract includes provisions for rush fees and travel reimbursement in addition to hourly interpreting rates. The Bureau of Reclamation, located in Denver, Colorado, will monitor SAM.gov for future amendments and updates, with the Contracting Officer Rodney Johnson responsible for vendor communications and solicitation modifications.
