PERFORMANCE WORK STATEMENT (PWS)
Technical American Sign Language (ASL) Interpreter Services
Interpreter Agreement
1. INTRODUCTION
1.1. BACKGROUND:
The Bureau of Reclamation (BOR) is a water management agency with 600 dams in the 17 western states. We are known best for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Folsom Dam on the American River. Reclamation is the largest wholesaler of water in the country and second largest producer of hydroelectric power in the United States. Reclamation is organized into five regions (California Great Basin [CGB], Missouri Basin [MB], Lower Colorado Basin [LCB], Upper Colorado Basin [UCB], and Columbia Pacific Northwest [CPN]).
1.2. PRIMARY PLACE / LOCATION OF PERFORMANCE
1.2.1. The primary place of performance will be held at the Denver Federal Center (DFC) or within the local area of the facility. The local travel area is defined as 50-mile radius to the DFC.
Denver Federal Center 6th and Kipling, Buildings 67 and 56, Denver, Colorado 80225-0007.
1.2.2. Services may also be required to be performed away from the DFC and the local area for the facilitation of training, meeting, and conference venues, within the United States.
1.3. TERMINOLOGY: Throughout this document, the terms contractor, and interpreter are used interchangeable.
2. SCOPE
2.1. The Technical Services Center (TSC) seeks to establish a Blanket Purchase Agreement (BPA) for qualified American Sign Language (ASL) Interpreter services in-person and remote capacity. These services are to be performed at an advanced science and engineering technical level to support communication access for its Deaf/Hard-of- Hearing Federal Employees.
2.2. ASL INTERPRETING SERVICES REQUIREMENT:
In-Person ASL Interpreting Services requires interpreter(s) present for the entire duration of the event (meetings, site visits, technical skills training, and conferences).
The interpreter shall effectively facilitate communication between spoken English and
American Sign Language in various Science, Technology, Engineering, and Mathematic disciplines (STEM) commonly found in Reclamation (see 3.0 Personnel Qualifications) as required for all ordered events.
2.3. IN-PERSON ASL INTERPRETING ASSIGNMENTS:
2.3.1. Local Assignments
2.3.1.1. Events generally include staff meetings, science and engineering project group meetings, or trainings taking place indoors.
2.3.1.2. Locations may include conference rooms, offices, roundtable discussion rooms, and engineering/science laboratories.
2.3.1.3. Events may involve offline and online audio, video, and screen sharing monitors (e.g., conference calls, webinars, PowerPoint presentations, Microsoft Teams.
2.3.2. Remote/Distant Assignments:
2.3.2.1. Work may be performed away from the DFC at Reclamation facilities, or training/meeting/conference venues, within the United States.
Events at Reclamation facilities may occur at various hydropower and water delivery facilities, such as dams, canals, and powerplants, often in isolated locations with no cellphone coverage.
2.3.2.1.1. These events may be held indoors and/or outdoors.
2.3.2.1.2. Interpreters must be prepared for site conditions and weather, be capable of walking moderate distances on varying terrains, and adhere to all safety and health protocols included in the service request.
2.4. VIDEO REMOTE INTERPRETING REQUIREMENTS:
Reclamation will require the use of Video Remote Interpreting services wherein the interpreter works remotely and separated from the deaf employee participating from another location.
2.4.1. DUAL CHANNEL VRI REQUIREMENTS:
Video Conference Events requiring Dual Channel Video Remote Interpreter System (DCVRIS): Reclamation requires services utilizing DCVRIS, such as: staff meetings; science and engineering project group meetings; trainings; and other audio-video conference sessions.
2.4.2. DCVRIS TECHNICAL CAPABILITIES:
The interpreter shall possess the necessary technology (device(s), technical knowledge and/or support, and internet service) to attend the video conference as an attendee (1st channel), to interpret in real-time the discussion and all content presented (agenda topics and visuals such as PowerPoint presentations, screen sharing, drawings, etc.). Deaf employee(s) will be viewing the event simultaneously with the interpreter.
2.4.3. SOFTWARE CONFERENCE PLATFORMS:
Conference platforms include, but are not limited to, Microsoft Teams, Zoom, and WebEx.
2.4.3.1. DUAL CHANNEL CAPABILITIES:
Events will be viewed simultaneously by the Reclamation employee and the Interpreter while the Interpreter signs the audio exchange on a separate video platform (2nd channel).
2.4.3.2. The contractor is responsible for ensuring its employees performing services possess the technical capability for full motion face-to-face video conference with the deaf employee(s).
2.4.4. SINGLE CHANNEL VRI REQUIREMENTS AND CAPABILITIES:
Audio-Only Conference Calls requiring a Single Video Remote Interpreter System (SCVRIS): Reclamation may require services for interpretations via telephone conference call from a separate location where the interpreter calls in as an attendee and uses a single video conference platform to provide ASL interpretation to employee(s).
2.5. CONTRACTORS ORDERING PLATFORM:
A Call Order under this Blanket Purchase Agreement (BPA) is defined as the contract vehicle issued by the Contracting Office for a single, multiple, or bulk funded events.
A Work Order shall be defined as a service request issued under a Bulk Funded Call Order issued by the Contracting Office.
The contractor shall have a reliable, user-friendly online web-based platform where services can be requested, approved, and tracked. To aide in the tracking of each service event the contractor needs to provide the requester a confirmation code once a service is received and accepted.
When submitting a payment request, the contractor must include the designated confirmation code for each event on their invoice for final validation. Where applicable, payment requests on call orders with approved travel shall include a signed copy of Attachment 5 Pre-Travel Authorization. See Section 7 Travel of the PWS and Attachment 1- ASL BPA Ordering Instructions for additional information.
Call orders that are bulk funded for multiple events defined/undefined over a specified period of performance exceeding 30 days, shall be invoiced monthly for services received and accepted.
