About this opportunity
The U.S. General Services Administration (GSA) has issued a solicitation for the procurement of up to approximately 47,500 MWh of unbundled Energy Attribute Certificates (EACs) that qualify as carbon pollution-free electricity (CFE). The EACs must be generated between April 1, 2023 and December 31, 2024 from renewable resources placed in service on or after October 1, 2021, and delivered to specific Balancing Authorities. This solicitation is being issued as 100% small business set aside. The applicable North American Industrial Classification Code System (NAICS) code is 221122, Electric Power Distribution. The Small Business Size Standard is 1,100 employees. Any supplier with the number of employees exceeding this standard for three continuous calendar years is considered a large business for the purposes of this procurement. Additionally, this solicitation in setaside for Tribal Majority-Owned small busineses utilizing the Indian Energy Purchase Preference as established in 25 U.S.C. § 3502(d).
Tribal Majority-Owned Business Organizations are defined as an enterprise, partnership, consortium, corporation or other type of business organization in which the majority of the interest is owned and controlled by one or more Indian Tribes (25 U.S.C. §3502(d)(1)).
