About this opportunity

The Naval Sea Systems Command is conducting market research for Indefinite Delivery Indefinite Quantity-Multiple Award Contracts (IDIQ-MACs) to perform maintenance, repair, and modernization services for non-nuclear surface ships at the Mid-Atlantic Regional Maintenance Center (MARMC) in the Norfolk homeport area. The procurement covers Emergent Maintenance (EM), Continuous Maintenance (CM), and short-term Chief of Naval Operations (CNO) scheduled availabilities for various ship classes including ESB, FFG, LCC, LCS, LHD, LHA, LPD, LSD, CG, DDG, MCM, and PC vessels. Contractors must demonstrate capabilities in administration, financial control, production management, technical support, material procurement, quality control, safety, security, and environmental compliance, with preference given to those holding or planning to obtain a NAVSEA Master Ship Repair Agreement (MSRA). The government will evaluate responses based on company size, employee count, past performance within the last three years, organizational experience, and technical capabilities specific to each MAC category. Interested companies must submit a notice of interest by 3:00 PM Eastern Time on June 26, 2025, including company details, CAGE and UEI numbers, and a five-page description of capabilities and qualifications.

The government anticipates awarding four categories of contracts: MAC A for comprehensive requirements including dry-docking availabilities, MAC B for CNO Availabilities less than 225 days plus CMAVs and EMAVs, and MAC C1 and MAC C2 for more limited maintenance work, with MAC C1 and MAC C2 designated as Small Business Set-Asides under NAICS code 336611 (requiring 1,300 or fewer employees). The contracts will span a five-year period with delivery orders anticipated to be competed among awardees throughout the contract duration. Work requirements range from repair availabilities of 1,040 to 22,000 man-days, with contractors required to perform at least 55% of work using their own resources. The sources sought announcement does not identify current incumbents or specific award values, as this is preliminary market research to determine industry capability and interest before issuing the formal solicitation. Contractors must be registered in the System for Award Management (SAM) and undergo periodic recertification every five years for MSRA agreements.
