About this file
Enclosure (1) is a document detailing work anticipated under a Mid-Atlantic Regional Maintenance Center (MARMC) Homeport Indefinite Delivery Indefinite Quantity-Multiple Award Contract (IDIQ-MAC) for non-nuclear Surface Combatant ship repair. The requirement covers multiple ship classes (ESB, FFG, LCC, LCS, LHD, LHA, LPD, LSD, CG, DDG, MCM, and PC) homeported in or visiting San Diego, CA, within a 75-mile radius of the Naval facility.
NAVSEA plans to award homeport IDIQ-MACs in four categories (MAC A, B, C1, C2) based on contractor capabilities, with varying evaluation criteria including Master Ship Repair Agreement (MSRA) tiers, demonstrated repair experience, and specific maintenance capabilities. Prime contractors will be required to provide facilities, management, engineering support, material procurement, subcontractor management, and ship repair capabilities. The categories range from comprehensive repair capabilities (MAC A) to more specialized maintenance on non-critical systems (MAC C2), with specific requirements for man-days of experience, availabilities, and technical expertise.
