About this opportunity
The Defense Logistics Agency Aviation is seeking to procure eleven mission-critical Hydrofluorocarbon (HFC) compressed gases through an Indefinite Delivery Indefinite Quantity (IDIQ) contract to support military weapons platforms. This procurement is driven by the American Innovation and Manufacturing Act (AIM Act), which mandates the phase-down of HFC production, creating the need for a sustainable supply chain extending beyond 2060. The gases include R125, R134a, R227ea, R236fa, R404a, R407a, R407c, R410a, and R507a, which will be stored at DLA Richmond, Virginia for distribution to military customers as needed. The contract will utilize both FAR Part 12 and FAR Part 15 procedures, with evaluation conducted using the Lowest Price Technically Acceptable (LPTA) method on a line-by-line basis. The solicitation (SPE4A725R0788) opened on August 1, 2025, with proposals due by September 1, 2025.
This opportunity is designated as a Total Small Business Set Aside, limiting participation to qualified small businesses. The contract structure allows for multiple pricing options including reclaimed gases, virgin gases with DoD allowances, and virgin gases with contractor allowances, though offerors are not required to submit pricing for all options. Contractors must provide gases in standard commercial 4BA 4BW-400 cylinders with water capacities of 42, 122, and 1000 pounds, meeting specific dimensional requirements. The procurement includes guaranteed quantities for the base period with minimum requirements specified for calendar years 2026, 2027, and 2028. No incumbent contractors or specific award values are mentioned in the solicitation documents, though the long-term nature of the contract suggests a substantial multi-year commitment to ensure mission-critical gas availability for defense operations.

8/27/2025 - RFI compilation of all questions and responses received to date posted to this synopsis with related referenced documents included.
8/25/2025 - Amendment 0002 posted to solicitation to include Duty Free Entry, 252.225-7013.
8/15/2025 Clarification:
To clarify cylinder requirement for all NSNs; The cylinder being required is standard commercial cylinders that are referred to as a 4BA 4BW-400 with Water Capacities of 42 lbs., 122 lbs., and 1000 lbs., and the sizes should be:
Size Height Outside Diameter
42 27 8.188
122 36 12.25
1000 51.5 30
Valve NSN 8120-01-204-0182 and NSN 8120-01-316-2208 will be provided by the offerors.
8/8/2025 Clarification:
1. Offering unit prices for all three options (Reclaimed, Virgin w/DoD Allowance, Virgin w/Contractor Allowance) is not required, but to have those prices considered they need to be provided with the proposal by the closing date. An offeror may propose only one option for one gas and multiple for others, there is no requirement to do the same for all.
2. If an offeror providing pricing for reclaimed products receives the contract, and at some point during the contract term exhausts all available reclaim material, will be able to fulfill all remaining requirements with either “Virgin with DOD allowances” and/or “Virgin with Contractor allowances”. To caveat, this is ONLY allowed if the revised price is lower than the original price. These are all competitive items, therefore increasing unit prices (above the contracted price per year) during the contract period would not be acceptable.
**UPDATED NSN LIST: SEE NEW ATTACHMENT FOR ALL UPDATED NSN/NOMENCLATURE/GAS. SOL OPEN/CLOSE DATES ARE 8/1/2025-9/1/2025. SOLICITATION NUMBER IS NOW SPE4A725R0788.
Reference for RFI Posted 4/28/2025.
The American Innovation and Manufacturing Act (AIM Act) targets several Hydrofluorocarbon gases for phase down of production as previously occurred with Ozone Depleting Substances (ODS). As many weapons platforms within the Department of Defense moved from ODS to HFCs, the need has arisen to ensure a sustainable supply of these Mission Critical compressed gases are available. Projected need extends beyond the year 2060. To that end, the Defense Logistics Agency (DLA) will initiate a long-term contract supporting eleven (11) mission critical HFC compressed gases. These items will be placed in static storage at DLA, Richmond VA where they will be issued to military customers as needed.
