About this file
This file is a Questions and Responses document for a Request for Information (RFI) related to a Defense Logistics Agency (DLA) contract for mission-critical Hydrofluorocarbon (HFC) gases. The solicitation (SPE4A725R0788) seeks an Indefinite Delivery Indefinite Quantity (IDIQ) contract for eleven mission-critical HFC compressed gases to be stored at DLA Richmond, VA, with a projected need extending beyond 2060. The contract will be a Small Business Set Aside, evaluated using Lowest Price Technically Acceptable (LPTA) method, with solicitation open from 8/1/2025 to 9/1/2025.
Key details include multiple pricing options (Reclaimed, Virgin with DoD Allowance, Virgin with Contractor Allowance), with offerors not required to submit all options but prices must be provided by the closing date. Cylinder specifications are standard commercial 4BA 4BW-400 with water capacities of 42, 122, and 1000 lbs. Specific requirements include NSNs for gases like R125, R134a, R227ea, R236fa, R404a, R407c, and R507a. The contract aims to address the American Innovation and Manufacturing Act's phase-down of HFC production, ensuring sustainable compressed gas supply for military platforms. Contractors can switch between reclaimed and virgin gas options only if the price is lower than the original contracted price.

Questions and Responses:
Q: Can there be an extension of the solicitation close date?
A: Unfortunately, we cannot extend the solicitation. We have a very tight timeline to execute some of the funds for this effort.
Q: Can you share more detail on the anticipated 2026 shipping schedule?
A: This is not a one-time procurement, it is going to be a long-term contract. The amounts of pounds listed in the attachment are estimates. Actual amounts will be listed on each delivery order. The delivery dates will depend on the quoted allowances for each year. We’re looking to get vendor insight on how much of the estimated quantities listed can be delivered in CY26, CY27, and/or CY28. All gases will be delivered to Richmond, Virginia
Q: Given the multi-year nature of the award, will price adjustments be allowed for raw material cost fluctuations?
A: Regarding the pricing, all three years should be firm-priced.
Regarding price changes after award; Only if the revised price is lower than the original price. These are all competitive items, so increasing unit prices (above the contracted price per year) during the contract period would not be acceptable.
Q: Does DLA require brackets designed to enable lifting of full cylinders welded to the top of the 1000 pound water capacity cylinders?
A: Yes
Q: In Amendment 0001, height and outside diameter dimensions were provided for the three cylinders being provided and filled by the contractor.
1. Per CID A-A-59666, in section 3.6, height has a note stating, “Height to base of valve”. Can you please confirm that height is to be measured to the base of the valve? A: Yes. That is what the standard calls for.
1. Per CID A-A-59666, in section 3.4, the dimensional tolerances shall be +/-0.25 inch in diameter and +/-1.00inch in height. Can you please confirm that these are the correct dimensional tolerances to be used? A: Yes. That is what the standard calls for.
Q: The specified fill weight in attachment one for NSN 6830-01-732-1420, does not match the PID specified fill weight. The PID listed 150 pounds and attachment 1 lists the correct weight of 125 pounds. Can the government please confirm that this PID will be updated with accurate fill weights to match attachment one?
A: An update to the PIDs was completed with Amendment 0001 and the synopsis was updated in SAM as well, please take a look there for all updates. For this NSN, the fill weight is 125. The correct fills should be in Attachment 1 of the solicitation.
Q: Can you please clarify if stenciling is required on the cylinders? If so, can you please provide necessary specifications for stenciling each of the 11 contract line items.
A: MIL STD 101C should be followed:
Section 5.2 calls out Cylinder Identification, paint color, color bands, etc.
Q: For submission, will we be submitting through e-mail, or on DIBBS?
A: Send your proposal via email. There’s a remark on P4 regarding the submission method including Amanda Parker’s and Vanessa Vickers’ email addresses.
Q: It is not entirely clear from the current materials when the requested gases are needed or for which years the requirements apply. We are looking to bid on 227 and 236, but would appreciate clarification on the delivery schedule — specifically when and where and quantity of products will need to be delivered.
All gases will be delivered to Richmond, Virginia.
Q: In looking at the actual Solicitation for this bid, it lists Attachment 1,2, and 3.
I have attachment 1, but I am not seeing attachment 2 or 3 on SAM.GOV. In fact, I don’t even see a copy of the solicitation to download on SAM.GOV either. Can you please assist?
A: SAM.GOV has the synopsis link, which is the initial presolicitation notice for the HFC Long Term requirement, found at https://sam.gov/workspace/contract/opp/74611595889d4d93a58d1832ab8b2072/view. This has a list of changes written within the Remarks.
The actual solicitation is posted on https://www.dibbs.bsm.dla.mil/. You can find by searching under the tab “RFP/IFB/Oter RFQs” by the solicitation number SPE4A725R0788. Once in DIBBS, click the solicitation link and you’ll see the list of each of the 11 NSN/PNs assigned to this project. Click (within any of the PN/NSN lines) the link that says, “Package view” There you can see all associated documents. If you download the full Solicitation package using the ZIP file, you’ll see the attachments under attachment SPE4A725R0788.LTC_PID0001. Open that and you’ll view the PDF of the solicitation in full, with the 3 attachments on the right when you click the paperclip. They are listed as A.1, A.2, and A.3.
Q: Could you please offer some clarification on the Duty Free Entry 252.225-713?
A: In accordance with the attached, “DoD will issue duty-free entry certificates for—
(1) Qualifying country supplies (end products and components);
(2) Eligible products (end products but not components) under contracts covered by the World Trade Organization Government Procurement Agreement or a Free Trade Agreement; and
(3) Other foreign supplies for which the contractor estimates that duty will exceed $300 per shipment into the customs territory of the United States.”
Subsection (3) would apply to Chinese products if the duty is over $300 per shipment.
This only applies to duties (tariff and duty are the same). It does not speak to whether offers of Chinese supplies comply with the prohibition on purchases from Communist Chinese Military Companies in DFARS 2125.770 or are eligible for award after application of the Buy American or Tade Agreements Acts
Q: What type of certification is required to meet the Small Business requirement in this solicitation?
A: The initial assessment for an offeror is pulled from Reps and Certs as reported in SAM.GOV
Given the multi-year nature of the award, will price adjustments be allowed for raw material cost fluctuations?
A: Regarding the pricing, all three years should be firm-priced.
Q: For R125, 227ea, 236fa must they be FM & UL certified? Or just ASTM is acceptable.
A: ASTM is acceptable.
Q: On certain items, What is meant by "Highest purity available"? Above 99.9% purity? If the standard calls for 99.0% purity but product meeting 99.5% purity is also available, the preferred product would be the one with the higher purity.”
A: That preference would NOT preclude the lower purity from being provided as long as the purity of what is being provided meets the minimum specification requirements.
Q: Request for clarification on product fill amount A: In yellow below, pulled from Attachment 1

Q: What are the cylinder colors for each gas?
A: MIL-STD-101C section 5.2 calls out the cylinder colors for the specific gasses. Section 4.1 refers to FED-STD-595 has the specifics for the colors themselves, but this has been superseded by AMS-STD-595 A_A3, which is attached.
Q: Is the offeror required to offer prices for all three options? (Options being- Reclaim, Virgin with DOD allowances and Virgin with Contractor allowances) A: Offering pricing for all three options is not required, but to have those prices considered they need to be provided with the proposal by the closing date. An offeror may propose only one option for one gas and multiple for others, there is no requirement to do the same for all.
Q: If offeror provides pricing for reclaim products and at some point, during the contract term exhausts all available reclaim material, will they be able to fulfill all remaining requirements with either “Virgin with DOD allowances” and/or “Virgin with Contractor allowances”?
A: Only if the revised price is lower than the original price. These are all competitive items, so increasing unit prices (above the contracted price per year) during the contract period would not be acceptable.

FORWARD
1. This standard is approved for use by all Departments and Agencies of the Department of Defense (DoD).
2. This standard covers a common color code system for the identification of materials in piping systems and contained in compressed gas cylinders, and to facilitate the segregation of these cylinders at depots. The previous revision to MIL---STD---101 also covered medical gas cylinders. Medical gases have been removed from this standard and are covered in NATO Standard AMedP---53. The use of this standard will promote greater safety and will lessen the chances of error, confusion, or inaction in times of emergency by providing, along with hazard markings, a uniform color code to quickly warn personnel of outstanding hazards inherent in the materials involved.
3. The major changes from the previous revision of this standard are as follows:
(a) Addition of materials to the table of color codes for compressed gases to reflect as-signments made since the last time the standard was revised.
(b) Removal of medical gases from the table of color codes for compressed gases and from figure 2 to eliminate a conflict between this standard and NATO Standardization Agree-ment 2121.
(c) Replacement of ANSI Z48.1 with the Compressed Gas Association standard CGA C---7 for marking of commercial---owned cylinders.
(d) Clarification that adherence to MIL---STD---101 does not exempt the compressed gas cylinder from required marking and stamping requirements in Department of Transporta-tion regulations.

1. SCOPE
1.1 Scope. This standard establishes a common color code for visual warnings to accompany the written identification of materials covered in piping systems and contained in compressed gas cylinders, and to facilitate the segregation of these cylinders at depots. This standard does not define the manner or conditions under which these materials may be used safely.
1.2 Applicability. This standard is applicable to all ground based piping systems and to all compressed gas cylinders owned by or procured for the Department of Defense including type D one---ton containers (Department of Transportation Specification 106A500), but excludes cylinders containing medical gases. The applicability of this standard to industry piping systems and commercial---owned cylinders (see 5.2.5.1) is encouraged. Requirements specified herein are optional for hose lines and nozzles, ship installations, equipment intended for operations in forward area facilities, steam plants, and hydroelectric plants. The color coding of medical gas cylinders is covered by North Atlantic Treaty Organization Standard AMedP---53. The identifi-cationmethod for bulk petroleum product systems is covered inMIL---STD---161. The identifi-cation of pipe lines for aircraft, missiles, and space vehicles is covered in MIL---STD---1247.
The color coding for containers of liquid propellants is not covered by this standard.
1.3. Method. This standard establishes, defines, and assigns a color for recognition to each of six classes of materials. Five classes have been selected to represent universally recognized types of hazards involved in the handling of dangerous gases and liquids. The sixth class is as-signed for exclusive use of fire protection materials and equipment. This standard requires the application of the color warnings in a distinctive manner, as a visual aid and supplement to writ-ten identification.
2. APPLICABLE DOCUMENTS
2.1 General. The documents listed in this section are specified in sections 3 or 4 of this specification. This section does not include documents cited in other sections of this specifica-tion or recommended for additional information or as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all specified requirements of documents cited in sections 3 or 4 of this specification, whether or not they are listed.

(f) Red, No. 11105 --- fire protection materials. All materials provided in piping systems or in compressed gas cylinders exclusively for use in fire protection.
4.3 Colors having no significant meaning.
(a)Black, No. 17038 andWhite, No. 17875. These colors are assigned, without significant meaning, for general use where specified in this standard except as follows: Water---piping sys-tems containing water suitable for human consumption and installed for this purpose shall be painted White, No. 17875 throughout or shall be painted to match surroundings when not in conflict with other color designations in this standard
(b) Orange, No. 12246 and Buff, No. 13594. These colors are assigned, without signifi-cantmeaning, for use as colors on selected compressed gas cylinders for segregation of identical material requiring recognition within more than one assigned class (see table III.)
5. DETAILED REQUIREMENTS
5.1 Piping system identification.
5.1.1 Exact identification. Exact identification of materials in any piping system for hazard-ous materials and the use classification for fire protection is mandatory and shall be made only by means of titles lettered in black or white. These titles shall be prominently displayed adja-cent to color warnings to obviate errors by personnel. It is recommended, where the view is unobstructed, that titles be lettered on the two lower quarters of the pipe or covering. Lettering in this position is unlikely to be obscured by dust collection or mechanical damage. However, titles should be clearly visible from operating positions, especially those adjacent to control valves. The use of stencils with standard size letters specified in table I is recommended. For pipe lines smaller than 3/4 inch in diameter, the use of securely fastened metal tags, with letter-ing etched or filled in with enamel is suggested. It is recommended that titles be applied by use of upper case letters and Arabic numerals whenever applicable.

5.1.2 Use of colors. The appearance of any of the six colors specified in 4.2 on a piping system shall provide a warning of danger from the hazard involved in the system according to the defini-tions for warning colors specified therein. Piping systems which do not require warning colors may be painted to match surrounding, if not in conflict with other color designations in this standard or such systems be painted aluminum, black, or remain unpainted.
5.1.3 Primary color warning.
5.1.3.1 Use and application. A primary color warning shall appear on all dangerous piping sys-tems and on all fire protectionmaterials in any installation which is color coded in accordance with this standard. Primary color warnings shall consist of a single color applied as a band or bands which completely encircle the piping system. Color bands shall be applied in conformance with dimensional information shown on figure 1. In lieu of color bands, all pipe and covering on an entire system, including all encircling or partially encircling straps, hangers, and supports, be painted with the primary color warning. However, the use of color bands is preferred because they will indicate dangerous systems to color---blind personnel.
5.1.3.2 Location on piping systems. Immediately adjacent to all operating accessories such as valves, regulators, flowchecks, strainers, cleanouts, pumps, dispensing points, and vents, all coded piping systems shall be painted with a primary color warning. In addition, primary color warnings shall be painted throughout the system at convenient intervals, e.g., ere branch lines join the system, where the system passes underground or through walls, and at any other conspicuous places where warnings are required by safety authorities. If desired, operating ac-cessories may also be painted with the primary color warning.
5.1.4 Arrows and secondary color warnings. An arrow shape shall appear on coded piping sys-tems in any installation which is color coded in accordance with this standard. Any material system possessing an outstanding hazard of a type distinctly different from that indicated by its primary color warning shall have a secondary color warning applied in the shape of an arrow. The color of the arrow shall be selected according to the definitions for warning colors specified in 4.2. Systems which do not involve such additional hazards shall have arrows either the same color as the primary warning, or black or white. When bands are used for the primary warnings, the colored arrows shall appear adja-cent to each primary color warning applied to the piping system. When the entire piping system is painted with the primary color warning, the colored arrows shall appear in all locations specified in
5.1.3.2. The arrows shall indicate the normal direction(s)of flow of material in the system. A dou-ble-headed arrow shall be placed on lines subject to reverse flow. Dimensional information is is shown on figure 1. Tails may be omitted on arrows, creating triangles with one corner indicating the normal direction of flow. Operating accessories may also be painted with the secondary color warning.
5.1.5 Classification of material in piping systems. The classification of materials in a piping system shall be as specified in table II. N.O.S. refers to materials of like name and hazardous properties but “not otherwise specified.” When no secondary color warning is specified, the arrow may be the same color as the primary warning or black or white, as preferred.

5.2 Cylinder identification.
5.2.1 Assignment of colors. The use of color coding for compressed gas cylinders covered by this standard is mandatory. The assignment of colors to extend coverage of material handled in compressed gas cylinders shall be made only after approval of the preparing activity of this standard. Requests for color coding of additional materials not covered by this standard should include technical details of the material, primary and secondary hazards of the material, and technical details of the cylinder, including the type of cylinder valve used.
5.2.2 Exact identification. In addition to Department of Transportation (DOT)marking and stamping requirements (see 5.2.5.5), exact identification of any material contained in a com-pressed gas cylinder is mandatory and shall be made only by means of the written title as speci-fied in table III. The title shall appear in two locations diametrically opposite and parallel to the longitudinal axis of the cylinder. It is recommended that the titles be applied by use of upper case letters and Arabic numerals whenever applicable. On cylinders 4 inches in diameter and larger, the title shall be in approximately 2---inch high letters. On cylinders less than 4 inches in diameter, letters may be reduced in size. Where a title includes a modifier, such as “oil---free,” themodifier shall follow the chemical designation and should be shown in letters approximately three---fourths as high. Cylinders having a background color of yellow, orange, or buff shall have the title painted with black letters. Cylinders having a background color of red, brown, blue, gray, green, or black shall have the title painted with white letters. Mixtures of two or more gases shall show the percent of each gas as part of the title.
5.2.3 Use of colors.
5.2.3.1 Color warnings. The appearance on the body, top, or as a band(s) on compressed gas cylinders of any of the six colors specified in 4.2 shall provide a warning of danger from the haz-ard involved in handling the type of material contained in the cylinder according to the defini-tions for warning colors in 4.2.
5.2.3.2 Cylinder color bands. Cylinder color bands appear upon the cylinder body and serve as color warnings when they are yellow, brown, blue, green, or gray. The bands also provide color combinations to separate and distinguish cylinders for convenience in handling, storage, and shipping. Color bands for segregation purposes will not be specified for new materials not presently covered by this standard when new color codes for them are assigned.
5.2.4 Painting of cylinders. All cylinders shall be painted in accordance with table III and figures 2 and 3 to provide uniform recognition throughout the Department of Defense.
