About this opportunity
The National Transportation Safety Board (NTSB) is seeking a Software as a Service (SaaS) or Platform as a Service (PaaS) Incident Management System (IMS) with Case Management System (CMS) functionality for its 24/7 Response Operations Center and Transportation Disaster Assistance division. The system must be FedRAMP Moderate authorized (or able to obtain authorization within 12-24 months), support 250 simultaneous internal users, and provide comprehensive features including real-time notifications, role-based dashboards, document management, and mobile applications for Android and iOS. Potential vendors must submit responses by February 3, 2025, at 4:00 PM ET, with technical responses limited to 15 pages. Questions from interested parties are due by January 24, 2025, and the procurement will follow an open competition strategy using NAICS code 513210 (Software Publishers). The RFI is solely for information gathering and does not guarantee a future contract award.
The current incumbent for this contract is Grey Wall Software LLC (VEOCI.com), whose contract expires on May 19, 2025, with NTSB planning to award a new contract by that date. There are no specific set-aside designations for this opportunity, and the agency will consider open competition to ensure best value. The solution must handle approximately 1,200 intake forms, 700-1,000 emails, and 100 SMS messages monthly, with requirements for 99.9% system uptime and integration capabilities with existing infrastructure. Training will be needed for 15-20 staff members, with flexible delivery options including virtual or onsite instruction. While specific budget ranges were not explicitly detailed, the size standard for the NAICS category is $47.0 million, indicating potential for a significant contract value.

Further, the NTSB is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
