About this opportunity
The Department of Homeland Security's Immigration and Customs Enforcement (ICE) Office of Professional Responsibility has issued a Request for Information (RFI) to identify qualified vendors capable of providing incident inspections and detainee death review services. The primary services include conducting compliance inspections of ICE detention facilities nationwide to ensure adherence to the ICE 2025 and 2019 National Detention Standards (NDS), 2025 Non-Dedicated Intergovernmental Standards (NDIDS), 2011 Performance-Based National Detention Standards (PBNDS), and 2020 Family Residential Standards (FRS), as well as conducting administrative reviews and investigations of detainee deaths in ICE custody. Interested vendors must demonstrate relevant experience with detention facility inspections, detainee death reviews, federal detention program management, and personnel with appropriate detention management and medical expertise. The RFI is issued for market research and planning purposes only and does not constitute a commitment to contract. Responses must be submitted by April 9, 2026, at 12:00 pm Eastern Time to Contract Specialist Ejikeme Ezeala via email in Word or PDF format, not to exceed fifteen pages inclusive of cover letter.
This procurement includes no set-aside designations and applies to both small and large businesses. The work will be performed across continental U.S. locations, Puerto Rico, and outside continental U.S. territories including Guam, the Virgin Islands, Alaska, and Hawaii, with administrative functions conducted at the vendor's workspace. The estimated annual travel expenses range from approximately $547,473 to $1,063,054, with labor categories including Project Managers, Assistant Project Managers, Medical and Detention/Corrections Subject Matter Experts, Environmental Health and Safety experts, and Administrative Specialists. The base contract period runs from June 1, 2026, through May 31, 2027, with four optional 12-month renewal periods extending through May 31, 2031. The government anticipates supporting approximately 6-8 compliance inspection teams and 4 detainee death review teams annually, with vendors holding OASIS+SB, OASIS+Unrestricted contracts, or GSA MAS Schedule 541611 particularly encouraged to submit responses.
