The Department of the Army Materiel Command's Army Contracting Command seeks establishment of a Multiple Award Task Order Contract (MATOC) for commercial custodial services across U.S. Army Garrisons in Germany and the European Theater, with proposals due April 22, 2026 at 07:00 AM Central European Summer Time. Amendment 0002 extends the deadline; Amendment 0001 restricts this round to new vendors not currently in the existing MATOC vendor pool—existing awardees are instructed not to submit.

Offerors must demonstrate recent custodial services experience at multiple buildings simultaneously for at least two consecutive years, with annual contract value of at least EUR100,000, and experience in at least two of five service categories (office/administration buildings, customer service buildings, childcare centers, gym service, or pool deck cleaning). All personnel and contractors must hold valid DIN EN ISO 9001:2015 (Facilities Management) and DIN EN ISO 14001 (Environmental Management) certifications. Offerors must register in the System for Award Management (SAM) and possess a valid CAGE code; proposals must be submitted via email only.
The contract carries a minimum guarantee of EUR500 per awardee and maximum value of $220 million across a 120-month ordering period (five one-year base periods from February 1, 2025 through January 31, 2030, with five optional one-year periods through January 31, 2035). Award will be made to all qualifying offerors without price consideration at contract level; pricing will be evaluated competitively at individual task order issuance under FAR Part 16.505. Evaluation criteria include relevant experience (Factor 1), Supplier Performance Risk System rating (Factor 2), and ISO certifications (Factor 3). Services include scheduled and on-request cleaning ranging from daily to quarterly frequency.

Amendment 0002 extends the solicitation closing date to 22 April 2026 07:00 AM Central European Summer Time (CEST).
Amendment 0001 announces an on-ramping initiation to expand the vendor pool for the IMCOM-E Custodial Multiple Award Task Order Contract(MATOC). The Government is soliciting proposals solely from new, interested vendors. Companies already in the vendor pool are instructed not to submit a proposal, as any such submissions will not be evaluated. The on-ramping of new vendors will take place in Ordering Period 2.
The Installation Management Command-Europe (IMCOM-E) has a continuing requirement for procurement of commercial custodial services throughout U.S. Army Garrisons (USAGs) in Germany and installations within the European Theater. IMCOM-E has responsibility for all Army installations (temporary and permanent) within the theater. The custodial services being requested are across a dispersed geographic area. The footprint of areas and locations provides an additional level of difficulty for the assigned contractor(s). These areas include: USAG Rhineland-Pfalz, USAG Wiesbaden, USAG Stuttgart, USAG Bavaria, Belgium and Luxembourg (Benelux), Black Sea (Bulgaria and Romania) and additional outlying areas as the need arises.
This is a combined synopsis/solicitation for commercial items set for full and open competition, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. System for Award Management (SAM) Registration is required in order for an offeror to receive a Government contract, as such, interested offerors are highly encouraged to register.
