About this opportunity

Naval Surface Warfare Center Carderock Division, on behalf of Naval Sea Systems Command, seeks to procure one Imaging Variant (IV) Specular Inspection and Diagnostic Ring (SpIDR) system on a sole-source basis, with quotations due August 4, 2026 at 10:00 AM EST. The procurement is not set-aside for small business and will result in a single firm fixed price purchase order.

Place of performance is Westlake, MD 20817. The IV SpIDR must support radio frequency transmission, normal incidence reflection, and bistatic reflection measurements across 2–40 GHz frequencies, with hemispherical scanning capability (−180 to 180 azimuth, 0 to 90 elevation). Required capabilities include dual-polarization TE and TM antennas, a vacuum option, sample holder fixture with vertical and horizontal staging, low-band antennas (2–4 GHz), and material permittivity and permeability extraction. The baseline system excludes automation and a Vector Network Analyzer; a separate line item covers low-band (2–4 GHz) antenna capability via WRD-150 antennas, and an optional line item addresses EMPIRE software. The system must be TAA compliant, manufactured and distributed in the U.S., Windows 11 compatible, and compatible with NSWCCD's Keysight Vector Network Analyzer. Installation is required on-site at NSWCCD with post-installation training. Delivery is due by March 31, 2027, with a 30-day performance period after equipment receipt.

The NAICS code is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. The PSC code is 6640, Laboratory Equipment and Supplies. Funding is from FY 26 O&M. The government justifies sole-source procurement under 10 U.S.C. 3204(a)(1), citing that Resonant Sciences is the sole OEM capable of meeting minimum requirements. A Sources Sought notice posted June 10, 2026 on SAM.gov received only one response, confirming limited vendor availability. Fair and reasonable pricing will be determined using prior Navy procurement data for comparable equipment. Quotations must include pricing on company letterhead, CAGE code, FOB Destination, point of contact, business size, and lead time for delivery.
