About this file

This is a Justification and Approval for Use of Other Than Full and Open Competition document issued by the Department of the Navy's Naval Surface Warfare Center, Carderock Division.

The Naval Sea Systems Command seeks to procure a Commercial-Off-The-Shelf (COTS) advanced imaging variant (IV) Specular Inspection and Diagnostic Ring (SpIDR) system from Original Equipment Manufacturer Resonant Sciences LLC to support NAVSEA 05 and NSWCCD programs. The IV SpIDR must perform radio frequency transmission, normal incidence reflection, and biostatic reflection measurements across 2–40 GHz frequencies, and rapidly image various targets from 2–40 GHz. Required capabilities include a vacuum option, sample holder fixture with vertical and horizontal staging, low-band antennas (2–4 GHz), and the ability to extract material permittivity and permeability. The system must be installed on-site at NSWCCD, be compatible with current network analyzers, and include training and installation. The procurement is PSC 6640 and J066. Total funding from FY 26 O&M (1-year funds) will be provided. The document justifies single-source procurement under 10 U.S.C. §3204(a)(1), citing that Resonant Sciences is the sole OEM manufacturer capable of meeting minimum requirements, including unique dual-polarization TE and TM antennas, hemispheric scanning capabilities, and broad incident angle range (10°–90°). The government posted a Sources Sought notice on SAM.gov on June 10, 2026, receiving only one response from Resonant Sciences, confirming limited vendor availability. Fair and reasonable pricing will be determined using prior Navy procurement data for comparable equipment. The document was signed on July 20, 2026.
