About this opportunity

The U.S. Army Medical Research Acquisition Activity (USAMRAA) under the Defense Health Agency has issued a Special Notice announcing its intent to award a sole-source contract to Illumina Inc. for maintenance services of specialized laboratory equipment. The contract will support the Defense Centers for Public Health-Aberdeen (DCPH-A) and covers annual preventative maintenance, calibration services, repair services, and part replacements for Illumina laboratory equipment. The government intends to proceed under Federal Acquisition Regulation 13.106-1(b)(1)(i) for other than full and open competition, citing that the equipment is uniquely designed and released by Illumina. The specific equipment includes three Illumina models: MISEQ (Serial Number M02730), NextSeq 2000 (Serial Number VH01415), and ISEQ 100 (Serial Number FS10003274). This firm-fixed price contract falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance.

The primary purpose of this Special Notice is to fulfill synopsis requirements while allowing the government to determine whether competitive procurement is warranted based on market responses. Interested contractors must submit capability statements demonstrating their ability to provide the required maintenance and repair services for Illumina laboratory equipment by 11 AM Eastern Daylight Time on August 8, 2025. The government will only consider substantive capability statements and will reject submissions that merely request information or ask questions without demonstrating capability. If no qualifying responses are received by the deadline, the government will proceed with a sole-source Request for Written Quotation to Illumina Inc. without further notice. Contract award is anticipated by August 22, 2025, with all communications directed to Contract Specialist Marissa Manaway at marissa.c.manaway.civ@health.mil, and phone calls are not accepted.
