About this opportunity

The National Institute of Environmental Health Sciences, part of the National Institutes of Health, seeks the Illumina DRAGEN Tier 3 Throughput License (500,000Gb annual capacity) and the Illumina DRAGEN Server v4, with quotations due September 14, 2026. This procurement is restricted to a sole source based on FAR 13.106-1(b)(1); Illumina, Inc. is the identified sole provider of the DRAGEN Integrated Server and associated throughput licenses due to the proprietary, FPGA-accelerated architecture unique to Illumina and the requirement for full compatibility with the v4 platform.

Place of performance is Bethesda, Maryland (UDP Translational Laboratory, 5625 Fishers Lane, Room 5N03, Rockville, Maryland). The National Human Genome Research Institute's Undiagnosed Diseases Program requires these systems to maintain secure, compliant, and high-performance secondary analysis of next-generation sequencing data for patients with rare and unresolved diseases. The current DRAGEN server, procured in 2017, has reached end of support; its CentOS 7 operating system lost vendor support and security updates on June 30, 2024. The legacy dual Intel Xeon processors, 512 GB RAM, and first-generation FPGA acceleration cannot support updated DRAGEN pipelines, including pangenome references and improved germline and somatic variant calling workflows. The Server v4 must feature on-board FPGA hardware acceleration, modernized server-grade CPU and memory architecture, and an updated operating system ensuring NIH IT compliance. Delivery is scheduled 30 days after award. The NAICS code is 541715 (Research and Development in the Physical, Engineering, and Life Sciences). Evaluation criteria include technical merit, price, and past performance. Award is anticipated for September 20, 2026.

Notice text

The NHGRI Undiagnosed Diseases Program (UDP) requires both the Illumina DRAGEN 500,000Gb annual throughput license and the Illumina DRAGEN Server v4 to maintain secure, compliant, and high performance secondary analysis of next generation sequencing (NGS) data. DRAGEN serves as an essential computational supplement when UDP’s sequencing workload exceeds CIT High Performance Computing Center allocations, enabling timely processing of whole genome, whole exome, and transcriptome datasets for patients with rare and unresolved diseases.  The current DRAGEN server, procured in 2017, has reached end of support. Its CentOS 7 operating system lost vendor support and security updates on June 30, 2024, increasing operational risk. In addition, the legacy dual Intel Xeon processors, 512 Gb RAM, and first generation FPGA acceleration hardware cannot support updated DRAGEN pipelines, including pangenome references and improved germline/somatic variant calling workflows. These limitations reduce analytical accuracy, throughput, and system stability.  To prevent analysis delays, maintain compliance with NIH IT security requirements, and sustain mission critical genomic interpretation capacity, the UDP must acquire both the updated throughput license and the next generation DRAGEN Server v4.
