About this file

This is a Single Source/Brand Name Justification document submitted by the National Human Genome Research Institute (NHGRI), Office of the Clinical Director, Undiagnosed Diseases Program, seeking to procure supplies under the Simplified Acquisition Threshold (SAT) using a sole-source acquisition authority.

The NHGRI Undiagnosed Diseases Program requires the Illumina DRAGEN 500,000Gb annual throughput license and the Illumina DRAGEN Server v4 to maintain secure, compliant, and high-performance secondary analysis of next-generation sequencing (NGS) data. The DRAGEN platform serves as an essential computational supplement when the program's sequencing workload exceeds the capacity of CIT High Performance Computing resources. The justification identifies this acquisition as mission-critical and inherently limited in competition because the DRAGEN throughput license is a proprietary product that must be fully compatible with the current and v4 DRAGEN Integrated Servers. The DRAGEN platform utilizes a specialized, FPGA-accelerated architecture that is unique to Illumina. Market research confirmed that Illumina, Inc. is the sole provider of the DRAGEN Integrated Server and associated throughput licenses. The recommended source is Illumina, Inc., with contact Rachel Grzeskowiak at rgrzeskowiak@illumina.com. The estimated price and project officer information are not provided in this document.

United States Department of Health and Human Services Single Source/Brand Name Justification

Less Than the Simplified Acquisition Threshold (SAT) FAR 13.106-1(b)(1)

1. Identification of the agency and the contracting activity.

• Name of the Institute or Center: National Human Genome Research Institute

• Name of the Office / Division / Branch / Program Office: National Human Genome Research Institute, Office of the Clinical Director, Undiagnosed Diseases

• Project Officer Information (Name and Email):

• Acquisition Title: Illumina DRAGEN Tier 3 Throughput License and v4 Server

2. Description of supply or service required to meet the agency’s needs.

The NHGRI Undiagnosed Diseases Program (UDP) requires both the Illumina DRAGEN 500,000Gb annual throughput license and the Illumina DRAGEN Server v4 to maintain secure, compliant, and high performance secondary analysis of next generation sequencing (NGS) data. DRAGEN serves as an essential computational supplement when UDP’s sequencing workload exceeds CIT High Performance Computing

3. Rationale or circumstances for limiting competition.

The requirement for a Tier 3, 500,000Gb throughput license and an upgraded DRAGEN v4 Integrated Server is mission‑critical to the analytical operations of the NIH Undiagnosed Diseases Program (UDP). This requirement is inherently limited in competition because the DRAGEN throughput license is a proprietary product that must be fully compatible with the current and v4 DRAGEN Integrated Servers.

The DRAGEN platform utilizes a specialized, FPGA‑accelerated architecture that is unique to Illumina and
