Solicitation Summary: 75N98026Q01167
This is a Combined Synopsis-Solicitation (RFQ) issued by the National Institutes of Health (NIH), Office of Administration and Management (OALM) for the procurement of Illumina DRAGEN technology. The solicitation seeks both the Illumina DRAGEN Tier 3 Throughput License (500,000Gb annual capacity) and the Illumina DRAGEN Server v4. The National Human Genome Research Institute (NHGRI) Undiagnosed Diseases Program (UDP) requires these products to maintain secure, compliant, and high-performance secondary analysis of next-generation sequencing (NGS) data. The current DRAGEN server, procured in 2017, has reached end-of-support status with its CentOS 7 operating system losing vendor support on June 30, 2024. The legacy hardware with dual Intel Xeon processors, 512GB RAM, and first-generation FPGA acceleration cannot support updated DRAGEN pipelines, including pangenome references and improved variant calling workflows. The acquisition is classified under NAICS Code 541715 (Research and Development) and PSC Code AJ12 (General Science and Technology R&D Services). The procurement is unrestricted (not set-aside) and conducted using simplified procedures under FAR Part 12 for commercial products and services.
Quotations must be submitted electronically to Contract Specialist Sandra Daniels (Sandra.daniels@nih.gov) no later than 2:00 PM Eastern Time on September 11, 2025, with the solicitation number referenced in the subject line. Delivery and acceptance are scheduled for the UDP Translational Laboratory at 5625 Fishers Lane, Room 5N03, Rockville, ND 20852, with a delivery date of 30 days after award. The FOB point is destination. Award is anticipated for September 20, 2026. Evaluation criteria include Technical, Price, and Past Performance. The solicitation restricts competition to a sole source based on FAR 13.106-1(b)(1) with justification documentation attached. Contracting Officer Shirley Ruiz-Lundgren (shirley.ruiz-lundgren@nih.gov, 301.594.1915) is the primary contact for award decisions. All responsible sources are permitted to submit quotations for consideration.

DESCRIPTION OF REQUIREMENT
The NHGRI Undiagnosed Diseases Program (UDP) requires both the Illumina DRAGEN 500,000Gb annual throughput license and the Illumina DRAGEN Server v4 to maintain secure, compliant, and high performance secondary analysis of next generation sequencing (NGS) data.
DRAGEN serves as an essential computational supplement when UDP’s sequencing workload exceeds CIT High Performance Computing Center allocations, enabling timely processing of whole genome, whole exome, and transcriptome datasets for patients with rare and unresolved diseases. The current DRAGEN server, procured in 2017, has reached end of support. Its CentOS 7 operating system lost vendor support and security updates on June 30, 2024, increasing operational risk. In addition, the legacy dual Intel Xeon processors, 512 Gb RAM, and first generation FPGA acceleration hardware cannot support updated DRAGEN pipelines, including pangenome references and improved germline/somatic variant calling workflows.
These limitations reduce analytical accuracy, throughput, and system stability. To prevent analysis delays, maintain compliance with NIH IT security requirements, and sustain mission critical genomic interpretation capacity, the UDP must acquire both the updated throughput license and the next generation DRAGEN Server v4.
