About this opportunity
The Department of Health and Human Services National Institutes of Health Office of Logistics and Acquisition Operations has issued a Request for Proposal for Infrastructure Investment and Jobs Act (IIJA) compliant medical-grade nitrile gloves. This solicitation requires 100% domestically sourced, American-manufactured gloves with all components produced in the United States, and any proposal failing to meet this strict domestic requirement will be immediately disqualified without further evaluation. The procurement seeks 1,428 boxes of powder-free nitrile gloves across four sizes (Small, Medium, Large, and Extra Large), with each box containing 100 gloves for mission-critical health and longevity research support. The evaluation will follow a best-value approach with technical factors significantly more important than price, assessing technical approach (50 points), previous experience (30 points), and management approach (20 points). Proposals were due Friday, July 18, 2025 at 12pm Eastern Standard Time, and the government indicated no questions would be answered for this solicitation, though the opportunity has been canceled in its entirety.
This solicitation was designated as a Total Small Business set-aside under NAICS code 339113 for Surgical Appliance and Supplies Manufacturing. The estimated total contract value is $25,000 for the base year performance period of 12 months, with no incumbent contractor identified in the documentation. The primary place of performance is Bethesda, MD, though delivery requirements specify contractors must be capable of delivering to multiple NIH locations including the NIH Supply Center in Gaithersburg, MD, Building 10 Self Service Store in Bethesda, MD, and various other NIH facilities across Montgomery County, Research Triangle Park, Phoenix, and other strategic locations. Contractors must demonstrate ability to deliver within seven calendar days of order receipt using specific packaging requirements including standard 42" x 40" pallets with maximum height of 55 inches. The government intended to award a single contract to the responsible offeror whose proposal represented the best value, with quotes required to remain valid for 90 calendar days.
