About this opportunity

The Department of the Army seeks accredited academic instruction in four emergent technology disciplines—Additive Manufacturing, Data Analytics, Edge Coding, and Unmanned Aircraft Systems Management and Operations—for III Armored Corps Soldiers via a non-personal services Indefinite-Delivery Indefinite-Quantity contract, with offers due August 27, 2026.

Place of performance is within 20 miles of Fort Hood, Texas. The contract covers a 12-month base period (September 7, 2026 through September 6, 2027), one 12-month option period, and a 6-month extension, concluding by September 9, 2029. The Government guarantees a minimum order value of $9,000 across the contract life, with a maximum ceiling of $2,200,275.00. All task orders are Firm-Fixed-Price, with the Government retaining unlimited rights and exclusive ownership over all new curriculum, syllabi, course materials, instructional aids, and student-produced work (including software, source code, and 3D models). Contractors retain ownership of pre-existing institutional curriculum but grant the Government a royalty-free, worldwide, nonexclusive, irrevocable license; contractors are prohibited from using newly generated materials outside contract performance without written Contracting Officer approval.

The Contractor must provide all personnel, faculty, curriculum, facilities, course materials, software and software access, equipment including computers, and laboratory resources. Additive Manufacturing is a six-week, five-course program; Data Analytics and Edge Coding are ten weeks each with up to four cohorts annually; UAS programs include live flight testing at Government-furnished Fort Hood facilities. Key personnel include a Program/Contract Manager (bachelor's degree, 5+ years experience) and discipline-specific Lead Instructors. Data Analytics instructors must obtain DoD Common Access Cards and NIPRNet access. All Contractor personnel require background checks and installation access passes per AR 190-13.

Evaluation weighs Technical Capability (institutional accreditation, curriculum rigor, facility adequacy, equipment specifications, key personnel qualifications), Past Performance (up to three references from the past three years), and Price. The Government intends to evaluate and award on a CLIN-by-CLIN basis and may make multiple awards. The NAICS code is 611310, Colleges, Universities, and Professional Schools; PSC is U009, Education/Training—General.
