About this file

This is a Combined Synopsis/Solicitation for an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to provide accredited academic instruction to III Armored Corps (IIIAC) Soldiers in four emergent technology disciplines: Additive Manufacturing, Data Analytics, Edge Coding, and Unmanned Aircraft Systems (UAS) Management and Operations. The Department of the Army is the contracting agency, with solicitation number W56ZLW26Q0020. The contractor must provide all necessary personnel, faculty, curriculum, facilities, course materials, software and software access, equipment including computers, laboratory resources, and services to execute the programs of study. Individual cohorts and program iterations will be ordered through task orders issued by the Government in accordance with the ordering procedures established in the contract. The contractor must perform to the standards and acceptable quality levels identified in the Performance Work Statement (PWS) and associated contract documents.

This amendment addresses questions received and revises the PWS, Combined Synopsis/Solicitation, and CLIN Pricing structure. Key changes include: establishing a maximum ceiling for the IDIQ contract, updating collaboration and data rights verbiage, clarifying reasonable adjustment procedures, and adjusting standard cohort sizes for Additive Manufacturing. The CLIN Pricing Matrix has been updated to remove six-month extension CLINs and add CLINs for remote and in-person instruction for the Data Analytics program. Additionally, updates were made to SAM.gov registration requirements, technical capability and past performance evaluation criteria, and the addition of a Data-Rights clause. All offerors are required to review all solicitation documents in their entirety prior to submission of questions or offers.

(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.

(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.

(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.

(d) Contract award. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

(e) Debriefings. If a post award debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:

(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.

52.212-2 Evaluation—Commercial Products and Commercial Services

(a) Evaluation factors. The Government will award one or more Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts resulting from this solicitation to the responsible Offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made in accordance with RFO FAR Part 12 and RFO FAR Part 16.504 procedures.

The following factors will be used to evaluate offers:

1. Factor 1: Technical Capability

2. Factor 2: Past Performance

3. Factor 3: Price Evaluation factors other than price when combined are significantly more important than price.

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Government reserves the right to make a single award if it determines that only one Offeror is capable of providing the services at the level of quality required.

(End of provision)

ADDENDUM TO PROVISION 52.212-2

The following guidelines supplement the evaluation procedures under FAR 52.212-2:

FACTOR 1: TECHNICAL CAPABILITY

The Technical Capability factor will be evaluated as an integrated assessment of the Offeror's capability to deliver the academic services as specified in the PWS. Technical proposals will be assigned one of the following adjectival ratings:

Rating
Description
Acceptable
The quotation meets all the requirements of the solicitation and indicates an adequate approach and understanding of the PWS requirements. Risk of unsuccessful performance is no worse than moderate.
Unacceptable
The quotation does not meet the requirements of the solicitation, contains one or more deficiencies, and is not awardable.

The Government will evaluate the following technical elements to determine acceptability. Each proposal will receive an overall technical rating of either “acceptable” or “unacceptable” based on the cumulative assessment of the criteria below. The criteria below will be assessed based on a rating of “acceptable” or “unacceptable”:

1. Institutional Accreditation: Verification of current regional accreditation recognized by the U.S. Department of Education.

2. Programs of Study and Curriculum Content:

- Complete review of the submitted curricula and the proposed program of instruction. The Government will verify that the proposed curriculum for each course is academically rigorous and aligns with all training requirements specified in PWS Part 5.

- Assessment of the five-course AMDR sequence, including the 3D modeling hands-on exercises and capstone military-need validation.

- Assessment of the 10-week Data Analytics structure, including Excel competency, stats, and the feasibility of student-generated MVP visualizations built on Army Vantage.

- Assessment of the Edge Coding logic-building, web design, and Java competency approaches.

- Assessment of the UAS curriculum covering PWS 5.2.5.2 through 5.2.5.4.

3. Additive Manufacturing Lab Equipment: Evaluation of the polymer and metal AM systems available for instruction to ensure students gain experience on machinery comparable to the Stratasys F370CR and Xact Metal XM200g. The Government will evaluate the submitted photographs of the laboratory facilities to verify the layout, physical presence of active equipment, workspace adequacy, safety protocols, and general readiness to conduct hands-on laboratory exercises.

4. Physical Location: Verification that the academic campus facility lies within a twenty (20) mile radius of Fort Hood, Texas. The Government will evaluate submitted photographs of classroom facilities to assess their adequacy and configuration for hosting training cohorts.

5. UAS Live Flight Safety: Evaluation of the safe flight academic planning and coordination methods at the Fort Hood (FHTX) UAS Training Academy.

Key Personnel & Instructor Network Compliance: Verification that the proposed PM and Alternate PM possess the required degrees and 5 years of program management experience as specified in PWS 1.10. Verification that instructors possess the academic credentials specified in PWS 1.10. Validation of written agreement to meet CAC, NIPRNet, and Army Vantage training timelines.

6. Task Order Responsiveness: Soundness of the stand-up timelines and concurrent cohort management strategies.

7. Quality Control: Soundness of the quality assurance system to meet acceptable quality levels (AQL) listed in PWS Technical Exhibit A.

FACTOR 2: PAST PERFORMANCE

The Government will conduct a past performance evaluation to assess the degree of confidence it has in the Offeror's ability to successfully perform the requirements of this PWS. This evaluation will consider the recency, relevance, and quality of the Offeror's past work.

(a) Submission Requirements:

The Offeror shall submit up to three (3) references for contracts performed within the last three (3) years from the date the solicitation was issued. For each reference, the Offeror must provide a completed Past Performance Questionnaire and the following information:

· Customer/Organization Name

· Contract Number (or equivalent identifier)

· Total Contract Dollar Value and Period of Performance

· A summary of the work performed, detailing its relevance to this requirement.

· A customer Point of Contact (POC) with a current phone number and email address.

(b) Evaluation Criteria:

1. Recency: To be considered recent, the effort must have been performed, in whole or in part, within the last three (3) years from the date the solicitation was issued.

2. Relevance: The Government will assess how relevant a past performance reference is to the scope, magnitude, and complexity of the work required by this PWS. Relevance includes delivery of accredited technical instruction to adult learners, cohort-based instruction, or instruction in any of the four programs of study. For a given past performance reference to be evaluated, it will be assigned one of the adjectival ratings from the table below. For this acquisition, the key aspects of relevancy are, in descending order of importance:

· Similarity of Service: The degree to which the prior work involved accredited, post-secondary, or technical-vocational instruction and/or curriculum development in one of the four specific disciplines required: Additive Manufacturing, Data Analytics, Edge Coding, or UAS Management and Operations.

· Complexity of Performance: The degree to which the prior work involved complexities similar to this requirement, such as:

· Managing cohort-based training for military, government, or corporate adult learners.

· Securing and maintaining institutional accreditation (e.g., regional accreditation recognized by the U.S. Department of Education).

· Providing dedicated, contractor-owned instructional and laboratory facilities equipped with specialized technical equipment.

· Integrating contractor personnel into government-managed environments (e.g., obtaining network access/CACs, coordinating use of government facilities like the UAS flight range)

· Magnitude and Scale: The degree to which the prior work is of a similar size and scale. This will be measured by factors such as the annual dollar value of the contract, the number of students trained annually, and the number of concurrent programs or cohorts managed.

Past Performance Relevancy Rating Method Table

Adjectival Rating
Description
Very Relevant
Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant
Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

3. Quality of Performance: For recent and relevant contracts, the Government will assess the quality of the work performed. This assessment may be based on information provided by the Offeror, data from government systems such as the Contractor Performance Assessment Reporting System (CPARS), and direct feedback from the references provided. The quality review will focus on the Offeror's record of customer satisfaction, timeliness, cost control, and overall quality of service.

(c) Evaluation of Joint Ventures and Subcontractors:

The Government recognizes that Offerors may be newly formed entities, such as joint ventures (JVs), or may rely on subcontractors to perform key aspects of this requirement. The evaluation will be conducted as follows:

· Joint Ventures: If a JV itself has relevant past performance as an entity, that past performance will be evaluated. If the JV is newly formed and has no past performance record, the past performance of the individual JV member companies will be evaluated. It is incumbent upon the Offeror to clearly describe the roles and responsibilities of each JV member. The past performance of an individual member will be considered more relevant if that member is proposed to perform a similar role in this contract. For example, if a local academic institution is part of a JV and is responsible for providing the primary instruction and facilities, its past performance in delivering accredited instruction is highly relevant.

· Subcontractors: The past performance of key subcontractors who are proposed to perform critical aspects of the requirement may also be considered. The Offeror must clearly identify these key subcontractors and the scope of work they are intended to perform to facilitate this evaluation.

(d) Offerors with No Past Performance:

An Offeror without a record of relevant past performance, or for whom information on past performance is not available, will not be evaluated favorably or unfavorably. Such an Offeror will receive a "Neutral" rating for this factor.

FACTOR 3: PRICE

The Government will evaluate the proposed CLIN pricing document for mathematical accuracy, completeness, and to determine if the proposed price is fair and reasonable. An award will only be made to an Offeror whose price is determined to be fair and reasonable. The government will evaluate the Option to Extend services under FAR 52.217-8 by using the price per student from option year one. The extension will not exceed half the number of students allocated for option year one.

(2) If sent by fax, the Government transmits the order to the Contractor's fax number; or

(3) If sent electronically, the Government either-

(1) Any order for a single item in excess of 150 Students ;

(2) Any order for a combination of items in excess of 150 Students ; or

(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.

(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 3 days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons.
